Despite widespread damage to shelter and infrastructure and a complex security environment in the city, residents continue to return to Ar-Raqqa in large numbers as conditions are increasingly being regarded as habitable. Since conflict ceased in October 2017, there has been ongoing progress in access to many services such as electricity, water, healthcare, and education. However, numerous issues with the quality and capacity of these services persist, and affordability remains a primary barrier preventing access to many essential services.

 

According to REACH, the prevalence of sewage and sanitation issues, which was reported in the February 2019 assessment to have increased, has reportedly continued to rise. The number of neighborhoods where KIs reported that sewage and waste water spilled onto the street has increased from 15 to 17 in June 2019. These growing issues may have hazardous health effects for residents, especially in the warmer summer months when the breeding and presence of vectors for disease tends to be greater.

Arche NoVa’s Strategy

Since 2018, AN has been responding to the needs of the most vulnerable populations affected by the Syrian crisis in host communities. Through a community-based approach, the objectives of AN are the following:

 

·       Provide emergency/live-saving WASH assistance to the most vulnerable populations to meet their basic needs.

·       Improve access to WASH services for the most vulnerable populations in host communities.

·       Provision non formal education in NES mainly in Raqqa country side to reach 10,000 out of school children

 

The job of the Security advisor Consultant includes the following duties for both Station NES and NWS :

 

The Employee is especially responsible for

  • Carry out all the security related duties and tasks as defined below, or as instructed by the HOM
  • Advise and support the HOM on safety and security aspects and contribute to the fulfilment of AN’s Security policy.
  • Maintain current Access permissions, and able to ease the process of access to current and new locations, for staff and vehicles.
  • Organize regular meetings to brief all departments about the security situation in each area they will work every day.
  • Maintains the communication channel with AN employees in the field to check they are safe at all times.
  • Performs regular visits to the villages and cities where AN works in Iraq/NES to conduct risk assessment and to monitor any changes
  • Communicate security-related information to and from the Security Team following predefined communication channels.
  • Ensure that security-related information is being adequately communicated between the regional offices and the country office following predefined communication channels and maintain the communication channel with the Security Team all the time.
  • Periodic checks of the condition of all equipment related with security and in case of shortages, follow up with relevant departments until the issue has been resolved
  • Provide up-to-date and accurate security-related information and analyses to the management and other staff.
  • Use available information sources (authorities, media, social media, community leaders, other INGOs) to monitor the security situation and the conflicts in our operations area and the areas around and report to the HOM immediately with the important shifting in the frontline and security incidents
  • Monitoring the first aid, trauma kits and hibernation kits.
  • Checking the site security for the office and the warehouses.

Other deliverables

  • Standard Operating Procedures (SOPs) for NES , Erbil and NWS
  • Develop Contingency Plans (CPs) preparedness and inform the HOM of any shortcomings or necessary changes to the procedures.
  • Develop Hibernation strategy
  • Develop Evacuation plan for Expat and National staff
  • Develop monthly incident analysis
  • Capacity building of teams in Field
  • Assessment of areas before start to work in NES/NWS

 

Work place

The Security Advisor – Erbil will use the AN office in Erbil, or any other new offices that might become operational in the area.

Professional Experience

Minimum of 5 years’ experience as Security Expert, manager

Experience of North East Syria 

 

Knowledge and Skills

Strong experience in working with INSO 

 

Knowledge of Syria and North Iraq

 

Prior knowledge of the country/region an asset;

Develop Analysis 

Languages

Excellent command in writing and editing documents in English.

 

Working knowledge in Arabic is a plus
