BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Over more than a decade, Syria has faced a relentless crisis that has driven hunger and humanitarian needs to unprecedented heights. The convergence of ongoing insecurity, widespread displacement, economic deterioration, infrastructural damage, and inadequate basic services has severely heightened vulnerability among men, women, and children. According to the 2023 Humanitarian Needs Overview (HNO), a staggering 12.9 million people, or 55% of the population, are food insecure, including 3.1 million facing severe food insecurity. Additionally, 2.6 million people are at imminent risk of becoming food insecure. In today’s Syria, the minimum wage can only afford a fifth of a family’s food needs.
Job Purpose:
The job holder is part of the Risk Management Function, responsible for promoting and embedding risk management and AFAC initiatives within WFP’s operations in the Country. The purpose of this role is to provide advisory capacity to all CO Teams to manage risks and fraud allegations in a systematic and effective manner. It contributes to the application of controls and compliance with policies and procedures and to the overall effectiveness of operations and optimization of WFP resources.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Responsible for feedback collection on fraud and corruption and risk management data.
- Develop, maintain and manage the Unit’s Information Management System to track and follow up complains and allegations on fraud and corruption.
- In consultation with CO Management and Field Offices, support on case management requirements for all matters related to fraud and corruption, including follow up with relevant stakeholders on information collection, and implementation of mitigation measures.
- Coordinate, assist and participate in Fraud Risk Assessments, ad-hoc inspections and investigations carried out by relevant entities (RBC, OIGI, etc.)
- Full knowledge, promotion and dissemination of Risk Management and AFAC related governance (ERM Policy, AFAC Policy, Standards/Guidelines, SOP, etc); and delivery of AFAC and Risk Management related trainings to internal and external stakeholders.
- Coordinate with WFP’s Office of Investigations on incident reporting.
- Prepare comprehensive monthly reports on key issues, incidents, internal controls and risk indicators, including highlighting status of open high-risk items; and develop and maintain a Risk/AFAC Performance Dashboard.
- Follow up on Action Plans implementation with relevant Units.
- Closely coordinate with Partnership Unit to ensure that impacted donors are notified of critical incidents in a timely manner; and support by drafting donor reports for issues and incidents to improve visibility on matters impacting the broader WFP operation.
- Participate in Local Committees, as needed and with an Observer role, providing advice on TOR adherence, risk management and compliance requirements.
- Take part of Risk Management Unit oversight missions to Field Offices.
- Support relevant managers in their regular and ad hoc risk assessments in country and field offices to: identify and evaluate risks; contribute to the development and design of mitigation actions; assess effectiveness of the internal controls; and prepare risk information for management to share with external stakeholders.
- Support the discussion with functional experts and risk management focal points on: fraud and corruption related concerns; identifying trends and emerging issues; contributing to the preparation of guidance in conformity with WFP policies and rules on risk and/or control assessments.
- Support the completion of the annual Executive Director’s Assurance exercise survey, collect and review inputs.
- Support managers to prepare and plan for Internal and External Audits, collect essential documents, organize briefing meetings and follow-up on recommendations.
- Other duties as required including potentially serving as Business Continuity Management (BCM), facilitating completion of Organizational Conflicts of Interest (OCI), others.
QUALIFICATIONS AND EXPERIENCE
Education:
Advanced University degree in business/public administration, finance, accounting, project management, auditing, risk management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields.
Experience:
At least 3 years of relevant postgraduate professional experience (with a bachelor’s degree), or at least 1 year (with a master’s degree) in risk management, compliance, auditing, internal controls, project management or related fields.
DESIRED Experience:
- Preferable to have experience working with UN Agencies or INGOs and good knowledge and understanding on the main cross-cutting Units as Procurement, Logistics management, Cash Based Transfers, Cooperating Partners management, Monitoring & Evaluation, etc.
- Experience participating in oversight, fact finding and investigations (preferably related to AFAC or reconciliation).
- Experience providing online and classroom trainings to diverse type of stakeholders (desirable on risk management, fraud and corruption, code of conduct).
- Has participated in risk analysis and risk mitigation strategies development and/or implementation.
- Will be an asset if has conducted monitoring and reporting activities.
