SWEDO is a Swedish non-profit, non-political, non-religious development aid organization that was founded in 1991 in Stockholm, Sweden. Having continuously operated in the Kurdistan Region ever since, SWEDO’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building.
In 2021 SWEDO entered a partnership with the WFP to implement a Food for Assets (FFA) project in Basra Governorate
Basra Governorate is at the intersection of overlapping drivers of crisis such as water scarcity, climate change, neglected infrastructures and raising unemployment. The impact of such drivers of crisis is exacerbated by more frequent drought, COVID19 and loss of jobs due to the drop in oil prices, resulting in food insecurity, malnutrition, water-induced displacement and further degradation of the community livelihoods and ecosystem resources
Rural communities paid a high toll with loss of livelihoods and health: in summer 2018, due to water pollution over 118,000 people were hospitalized in peri-urban areas and the water scarcity led about 4,000 people to abandon their homes with over 200 families becoming water-displaced in rural locations
Agriculture provides over 70% of the livelihoods in the Governorate and is the largest single source of employment for rural communities, yet the combination of water crisis, raising temperatures and high water salinity has turned many farmers from producers into consumers with over 80% of the vegetables imported and farmers lacking SBCC adaptation, infrastructures, and inputs to cope with climate change and ecosystem degradation
Duties, Responsibilities and Deliverables:
Knowledge and Information Officer is the primary focal point to develop environmental, conflict and gender elements as an integrated part of the Resilience 2021 program
The activity is expected to be divided in two main parts:
- Work on the deliverables as per FLA agreement between SWEDO and the WFP
- Identify a set of indicators to monitor the environment, conflict and gender components of the Resilience program
- Coordinate with the technical experts to include the indicators in SWEDO monitoring tools
- Assist SWEDO field missions to monitor GENVcap indicators: Gender, Environment and Conflict Sensitivity: prepare dedicated data and report on women involvement, environmental indicators and identified community conflicts
- Establish a Beneficiary Compliant Mechanism
- Periodically follow up and address the needs of beneficiary women and environment in the project sites, identify community conflict risks and provide the information to the SWEDO team
- Develop in coordination with SWEDO team and technical experts a new original methodology that integrates Environment and Conflict sensitivity (and that we will name GENVcap – Gender & Environment Standby Capacity – the methodology starts from the existing GenCap methodology used by the UN https://www.humanitarianresponsinfo/en/coordination/gencap/gencap-who-we-are
- Contribute to the development of the Women Start Hub initiative
Knowledge and Information Officer plays a primary role in the establishment of the Women Start Hub initiative, with a strong contribute to the creation of scientific-sounded methods and products
The position is contracted as an external consultant to the program, and the aim is to establish a fully registered and operational Women Start Hub initiative, as well as other consultants
The consultant shall contribute to the Women Start Hub and shall be involved in:
Training and capacity building with technical experts working at technical deliverables and with StartUp Incubator selected by SWEDO:
- Training in baseline analysis: how to define a baseline, primary and secondary data, analysis and report
- Training in Methodology to integrated Environmental indicators, Conflict Sensitivity indicators and Gender Indicators: how to select indicators, sampling methods, analysis
- Training in adopting a Common Reporting Picture: how to design a dataset, upload it in ODK mobile tools, verify the data collection and deploy a GENVcap monitoring and beneficiary compliance mechanism
- Any other duty required by the Senior Director of Programs for Southern to perform the FLA planned activities

Qualifications & Preferred Skills
- Education level: high education level, either MSC or PhD in environmental sciences or related scientific fields (earth science, microbiology, geology, geography), including conflict analysis related to environmental resources
- Professional experience in the field of monitoring environmental indicators, sampling of indicators, understanding of scientific methodologies to generate scientific-sound products
- Experience working with women groups in Southern Governorates of Iraq
- Expert level knowledge in the use of Office package, statistics and analytical software
- Experience in producing scientific reports and technical documents such as guidelines, scientific papers and policy papers
- Expert level knowledge in the area, especially on the drivers of crisis impacting natural resources, gender and conflict
- Willingness to work in the long term perspective to build a safe space for women involved in environmental activism, natural resources restoration and conflict resolution
- Flexibility in addressing the tasks and excellent teamwork spirit
- Sensitive to women needs, identify their technical and social gaps and provide advice to the Senior Director of Programs for Southern
