HSE
Direct activities of the Driver Training Team, the mobile vehicle inspection team and the IVMS administration team.
Land Transport Authority (LTA) Reports directly to the HSE Manager and provides support and periodic performance updates to the Senior Leadership Team, working as part of the wider HSE Team.
The LTA establishes and supports implementation of Driving Safety requirements. The LTA is responsible for the work processes, the Driving policy, driver training courses (including heavy vehicle, light vehicle, passenger transport and mobile plant machinery), IVMS systems and other standards and practices that the client employs to effectively manage the hazards and risks of driving
The LTA also responsible for developing and delivering Driving Safety Campaigns to employee’s contractors and the wider community, to positively influence driving skills and promote the behavioral changes needed to reduce risk.
The Land Transport Technical Authority key accountabilities are;
• Support development and implementation of processes and standards to systematically identify land transport safety hazards, assess risk, and implement risk reduction measures.
• Intervenes where appropriate to ensure personal safety risks are being managed appropriately.
• Monitors the health of the process through metrics, KPI’s and trend analysis.
• Sets and implements driving policies, standards and strategy, reviewing both in-house, contractor and sub-contractor vehicle standards to ensure they are fit for purpose and fit the business need.
• The development, implementation and review of the driver training courses delivered with the use of driving simulators, along with instructor led class room courses and on road training /assessments (including heavy vehicle, light vehicle, passenger transport and mobile plant machinery) and will oversee the delivery of the training by contractors utilising the existing driving resources.
• Hosts a monthly Driving Task Force meeting to supply performance and strategic updates to the Senior Management Team.
• Reviews IVMS driver performance and behavioural data for both owned and Contractor monitored (circa 2,000 units) to highlight areas of deficiency and recommend relevant interventions to address below standard behaviours.
• As part of the continuous improvement program, the LTA will be responsible to ensure vehicle standards are kept current and updated with more robust requirements as vendor markets improve and higher quality vehicles from newer fleets are introduced.
• Journey management, all convoy escort and abnormal load journey management plans and documentation, including routing, vehicle suitability, risk assessments are to be reviewed and authorised by the LTA.
• Reviews and authorises night driving deviations and risk assessments to ensure vehicle, driver and route suitability
• The convoy escort and abnormal load procedure, the LTA will be required to review and approve convoy routing, risk assessments, journey management plans and vehicle suitability.
• Contract accountable manager for supplier Contracts, holding budget and performance accountability.
• Contractor Oversight; oversee and review self-verification data to provide assurance that contractors are delivering all HSE requirements and to also identify any areas for improvement with appropriate recommendations.
• Attend all HSE and Department meetings as required and provide necessary topical material ensuring that the content is task/site specific
• Identify any gaps within working procedures and practices and provide guidance and oversite to ensure they are fit for purpose.
• Support the Incident Management Team as a focal point for any vehicle related incidents and to provide Logistic support as necessary.
• Vehicle Authorisation to Operate (ATO) and relevant inspection process will be reviewed by the LTA to provide assurance that processes are followed, and standards maintained.
• Provide technical input on road layout and design including risk assessment, traffic management and flow.
• Will be required to attend vehicular accidents and carry out an investigation, determining root causes and including, providing any recommendations.
• Participate in incident investigations as a subject matter expert, where required.
• Actively promote safe working practices and ensure that a stop the job culture is firmly embedded within the team and at the sites
• Hosts and facilitates relevant subject specific driving safety forums to contractors.
• Cascade relevant Lessons Learned information to all levels of the workforce
• Attend relevant training as identified by line management
• NEBOSH Diploma (NEBOSH Certificate / IGC or International equivalent will be considered with relevant experience) with strong execution delivery and interpersonal skills demonstrated in leadership and influencing in these areas.
• Ten years plus (10+) years of industry experience in a variety of roles in a multi-cultural environment, that demonstrates skills and capabilities. With five (5) Years minimum managerial experience in a transportation role with responsibility for HSE.
• Demonstrable experience in the development and implementation of transportation processes and procedures, Driver and vehicle safety standards.
• Good practical and technical transportation industry skills, preferably with O&G and rig move abnormal load experience.
• Excellent communication and presentation skills with an ability to influence people at all levels of the organization.
• Knowledge of applicable international HSE regulations
• Fully conversant with VOSA (or international equivalent) publications offering best practice advice.
• Able to summarise general procedures for managers to ensure compliance with transportation safety regulations. Strong written and verbal communication skill.
• Evidence of delivering and developing training or mentoring
• Good presentation and persuasion skills with effective communication skills demonstrated internally and externally.
• Proven staff coaching and development skills.
