Overall purpose of the role: The Livelihoods assistant is responsible for implementing all aspects of livelihoods and early recovery programme activities in Saladin, in accordance with project plans.

Responsibilities:

  • Under the general supervision of the Tikrit Livelihood program manager, contribute to the implementation of DRC Livelihood activities as defined by project requirements, technical standards, specifications, and other documentation.   
  • Implement assessment activities in line with the methodology developed for this purpose, notably by implementing vulnerability assessment survey (in the field or by phone), key informant interviews and focus group discussions with the technical support of the M&E team.  
  • Conduct regular field visits to monitor and assess all the livelihoods activities, like life skills training, cash for work, vocational training and business grants using as much as possible an age, gender, and diversity approach, to fully understand community needs and priorities.
  • Help in the identification of public community projects that enhance the social cohesion between different people.
  • Enhance and facilitate discussion on main community concerns and problems within the displaced and the host communities.
  • Identify and assess the needs of various communities and suggest possible solutions in coordination with Project Officer.
  • Develop monthly visit plans on assessing, re-assessing, and following up community activities in coordination with Project Officer/ team leader.
  • Ensure dissemination of clear and reliable information on livelihoods service provision and other pre-selected key topics.
  • Conduct information sessions, record feedback (comments, suggestions) and report result back to Project Officer.
  • Submit weekly and monthly activity plans, reports, and recommendations for assessed persons and identified beneficiaries to the Project Officer.
  • Maintain constructive relationships with municipalities, other local government institutions, local NGO partners and other international organizations in coordination with the other team members
  • Contribute to capacity building of local organizations, community groups, and stakeholders
  • Ensure transparent and accountable communication with beneficiaries and key stakeholders, regarding entitlements, documentation required, and selection criteria and cash distribution plans.  
  • Participate in all type of assessment by ensuring that all the beneficiary documentation is correctly verified and recorded.  
  • Provide support to the Livelihood Team Leader and other DRC staff in arrangements for Livelihoods, such as ensuring the correct equipment is present and in good working order, the Livelihood site is correctly prepared, safety standards are being observed, etc.   
  • Compile, check and submit all livelihood documentation necessary to DRC’s supply chain or /and finance departments to process payments (for example, for workshops, daily workers).  
  • Ensure that all the activities he/she implemented in accordance with DRC guidelines, Standard Operating Procedures ensuring standards of accountability and the DRC feedback mechanism are being properly implemented through all project activities.
  • Ensure equal participation through all stages of the project from all members of the community, taking into consideration gender, age, ethnic identities and clan and tribal affiliations.
  • Conduct activities in a community- and rights-based, participatory manner, maintaining an Age, Gender and Diversity (AGD), and conflict-sensitive approach to community engagement.
  • Ensure that all activities documented clearly as per DRC’s procedures, requirements, and / or regulations.

Other

  • Any other duties as may be assigned by the Line Manager.
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs).
  • Conduct duties in accordance with DRC Code of Conduct.

Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way

Experience and technical competencies: (include years of experience)

  • At least 2-3 years of relevant professional experience of working with UN or Non-Governmental Organizations preferably in livelihoods.
  • Strong written communication skills, experience writing reports or other narrative documents.
  • proven work experience in cash and livelihood projects including stock keeping and reporting 
  • Experience working with or for NGOs and/or UN agencies, particularly international humanitarian organizations in returnee, host community, refugee and IDPs contexts.
  • Proficiency in the method for assessment/surveys
  • Use of tablets and data entry proven ability to work in a complex multicultural environment as a flexible and respectful team member.
  • Fluent Arabic language-both written and spoken is a strong requirement
  • Working knowledge of the English language-is an asset
  • Very good interpersonal skills and following computer programmes (excel functions, VLOOKUP, data analysis and extraction).
