Job Description

  1. Role and responsibilities

The purpose of the officer position is to ensure day-to-day implementation of the Livelihoods and cash Project for NRC’s South in Baghdad as well as any other governorates within South Iraq that NRC will expand its operation. The role includes contributing to specific technical livelihoods programme components.

 

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated Livelihoods and cash project portfolio activities according to plan of action, developed by Livelihoods team
  3. Responsible for compiling project documentation – collection, verification, filing – of technical activities of Livelihoods and cash projects
  4. Ensure financial tracking of expenditures on technical activities in Livelihoods and cash projects
  5. Ensure adherence with NRC policies, tools, handbooks and guidelines including compliance
  6. Prepare and develop status reports as required by management
  7. Monitor and document the implementation of livelihoods and cash project activities done by implementing partners and/or contractors (plan of action activities, contracts, performance, quality)
  8. Ensure that projects targets beneficiaries most in need, and explore and share different ways to assist
  9. Promote and share ideas for technical improvement in design, delivery or monitoring of activities
  10. Ensure proper filing of documents
  11. Prepare and develop status reports as required by management

 

Specific responsibilities

  • Implement livelihoods needs and market assessments questionnaires through Focus Group Discussions, household surveys, and Key Informant Interviews, with assistants and enumerators
  • Lead on beneficiary selection according to the agreed criteria
  • Responsible for the skills development activities (vocational skills, apprenticeship, job placement)
  • Overall supervision on the business development training and grants activities
  • Lead training of farmers and farmer organisations
  • Coordinate with relevant line ministries (e.g MOLSA/VTC, DOA, DOWR, COC)
  • Engage with private sector actors including financial service providers
  • Facilitate market linkages of farmers to value chain actors (Action for Alliance)
  • Monitor all field activities
  • Participate in the recruitment of Project Assistants and incentive staff
  • Prepare weekly workplan and assign tasks to all the assistants
  • Lead on the preparation for all payments including stipends, and cash grants
  • Provide mentoring and coaching to all businesses supported with grants
  • Supervision and management of field staff including work development planning and performance management review and staff leave management.
  • Conduct service provider mapping and assessments
  • Establish strong working relationships with targeted communities, including local leaders and identification of local focal points
  • Implement beneficiary targeting and verification process for various activity streams
  • Support partners/contractors/trainers to implement business-focused training programmes and vocational training
  • Implement NRC Community Engagement Approach
  • Map financial service providers and implement questionnaires/surveys
  • Support training and give guidance to field enumerators and assistants
  • Support with referrals to other NRC sectors or through external referral mechanisms
  • Vehicle movement planning according to weekly work plans and acting as head of mission on field trips
  • Raise procurement requisition as per procurement and spending plans
  • Develop weekly work plans as per the overall implementation plans
  • Leading field teams (assistants and incentive workers) in implementing Cash programming activities as per donor guidelines and agreed on standard operating procedures.
  • Daily and weekly Reporting of project activities as well as distribution reporting
  • Ensure protection mainstreaming in implementation of Cash programme activities

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Other Core Competencies namely, ICLA, WASH/Shelter, Education, CCCM/UDOC integration and referrals.
  • Area Office Core Competency teams (assistants, officers, coordinators).
  • Support staff including Security, logistics, Access, Finance and HR.
  • Monitoring and Evaluation (M&E) department

 

Scale and scope of position

Staff:

Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit:  1 livelihoods and cash Assistants and 5-10 Incentive Staff.

Stakeholders:

Key external stakeholders the post has relationships with INGOs staff, local NGOs staff, civil society, Government departments and local community leaders.

  1. Competencies 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Generic professional competencies:

  • At least 3 years of previous experience working as a Project Officer in a humanitarian/recovery context
  • University graduate (Bachelor degree) or higher in business or equivalent fields
  • Previous experience working in complex and volatile contexts
  • Demonstrated results implementing and tracking field-based activities
  • Experience conducting project inceptions with communities
  • Experience conducting beneficiary identification, verification and registration
  • Experience supporting referrals and/or identifying service providers
  • Experience conducting focus groups, questionnaires, and surveys
  • Some knowledge of English (basic proficiency)

 

Context/ Specific skills, knowledge and experience:

  • Strong communication, interpersonal, analytical and negotiation skills.
  • Overall good understanding of the political context in Iraq, with focus on conflict zones.
  • Overall good knowledge of geography, local population and local language in the areas of operational interests.
  • Experience with specific cash and livelihoods technical activities including business development and/or business support trainings a plus
  • Experience working directly with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
  • Experience with conducting multi sectoral assessments and vulnerability assessments.
  • Ability to show leadership in a multi-cultural team.
  • Fluent in Arabic and English both spoken and writing.
  • Competencies in all computer related tasks including Word, Excel, and Outlook.
  • Good understanding of community participation, and very good ability to communicate with beneficiaries.
  • Ability to manage high/low workload depending on emergencies.
  • Ability to work under pressure and with limited supervision in a challenging environment.
