Job Description

  1. Role and responsibilities

Generic responsibilities 

  1. To organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
  2. Prepare and develop status reports as required by management in weekly, bi-weekly and monthly basis
  3. To establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
  4. Establish proper filing system of all logistics documents
  5. Promote and share ideas for improvement of the Logistics function
  6. Ensure proper Procurement, Warehouse, asset, fleet management at the office
  7. To travel frequently to all the field offices in Ninawa to deliver logistics support
  8. Provide support to field offices in terms of gap filling and technical advice in procurement, warehouse, fleet and asset managements and conduct frequent field visits.
  9. Implement internal controls and procedures for ensuring strict compliance with the NRC Mission’s Logistics Handbook and its standard operating procedures.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Procurement:

  1. To manage all procurement activities at the office that includes all procurement requested at the area office including other field offices.
  2. Impalement the procurement plans.
  3. To support on the tender evaluation and ensure it is complaint with NRC and donors regulations.
  4. Ensure daily update for the procurement tracking sheet.
  5. Others duties as assigned.

Asset Management

  • Ensures that procedures outlined in the NRC Asset Management Manual are implemented in Ninawa offices
  • Ensure proper recording and updating of asset register and ensure the appropriate coding and tags are placed on each item.
  • Schedules and conducts physical count of assets on NRC Ninawa office.
  • Provides a monthly report on the asset condition that include disposal, transfer and donation reports in the line with NRC logistics HB and the country SOP
  • Advises colleagues on NRC asset and equipment using guidelines.
  • Others duties as assigned.

Warehouse Management

  • Ensure proper implantation of the warehouse management in accordance to warehouse management policies and procedures of NRC
  • Ensure proper documentation are kept in dealing with daily warehouse operations ie. GRNs, Stock Release Forms, Waybills
  • Ensure timely dispatch of materials
  • Schedule and coordinate midyear and annual inventory
  • To report in monthly basis, the warehouse movement and provide suggestions when require.
  • Other duties as assigned

Fleet/ generator management:

  • Ensure proper implantation of the fleet management in accordance with fleet management policies and procedures of NRC
  • Ensure timely maintenance of NRC vehicles and the rented vehicles.
  • Maintain good records for NRC owned and rented vehicles such as driving and vehicles license, logbook, fuel consumption, insurance, etc.
  • To report in monthly basis the fleet/ generator reports and provide proposals for cost reduction when require.
  • Oversee fleet and generator running cost such fuel consumption, purchase and tracking and propose cost reduction.

  • BA Degree in Supply Chain management, Logistics or equivalent
  • Minimum of 2-3 years’ experience from working as a Logistician in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic Language
  • Willing to travel to remote areas and to field offices, ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic conditions.

Other information:

  • Contract Duration: 12 months ( with the possibility of extension)
  • Duty Station: Nenawa – based Mosul with traveling 70% to other intervention areas.
  • Health Insurance is provided
  • Salary: G5/S1, According to NRC’s Iraq salary scale and terms and conditions.
