The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development. Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.
OBJECTIVE:
In line with Objective 1, the 100 Solutions for Stability Task Order supports Iraqi communities to address key drivers of instability through community-based solutions. Under this Task Order, the Marla Fund is allocated to support innocent civilians and communities impacted by war and terrorism since 2003. The Fund supports those impacted by Iraqi and Coalition military forces and by terrorism such as Al Qaida and ISIS.
The Marla Implementation Officer will exercise oversight over DCEO partners implementing Marla Fund supported activities. He/She will work with partners to ensure successful project implementation. The Officer will, when permissible, conduct field visits to see the work being implemented first-hand, and to monitor activities and provide technical guidance if needed. He/She will work closely with other DCEO teams as requested.
REPORTING
The Marla Fund Implementation Officer reports to the Marla Fund Manager and works collaboratively with the DCEO Community Coordination Officers and MEL Officers and Specialists.
Responsibilities:
- Support Marla Fund implementing partners and monitor their activities in line with project work-plans and according to project outputs and budget.
- Close coordination with DCEO MEL team to track activity progress and determine any needed corrective action.
- Coordinate with partners and the community authorities/leaders to identify the stabilization needs and Marla eligible beneficiaries.
- Work with partners to coordinate, build and strengthen community partnerships and engage local leaders and stakeholders for the wider benefit of communities.
- Support with grant management of local grantees and procurement procedures to ensure compliance and cohesive activity implementation.
- Establish and maintain positive working relationships with the local partners, authorities, individuals, and community groups to support the DCEO objectives.
- Support Marla Fund grantees to identify and refer beneficiaries to other DCEO activities.
- Work closely with local partners to ensure inclusive work processes and beneficiary selection criteria.
- Provide input into drafting reports, edit/translate partner success stories, and support with administrative tasks as needed.
- Any other duties as assigned by supervisor.
QUALIFICATIONS
- Bachelor’s degree in a related field or equivalent demonstrated professional experience.
- Minimum 3 years of relevant experience in development, stabilization, or humanitarian programs
- Experience with USAID grants desired.
- Demonstrated skills working with and supporting implementation of local partner projects is highly desirable.
- Previous livelihoods program experience is highly advantageous.
- Excellent administrative, time management, follow-up, problems solving, teamwork, and coordination skills.
- Experience in assessments, data collection and interpretation
- Good technical level of English language ability. Arabic language is essential. Kurdish language is a bonus.
- Basic computer skills and competency with Microsoft Office.
