Duration: The MEAL officer will be employed in the context of GIZ CLIP-2 project for eleven months.
About the project: The project will be implemented in cooperation with ECHO, BMZ and GIZ aiming to provide thematic traininings, protection and social cohesion activities for refugee women.
Summary: The job holder will be responsible for designing M&E plans and implementing the M&E activities of the Project; assisting the Project Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining qualities of the Project activities and will be responsible for the collection & analysis of different data in relation to the project activities.
The Monitoring and Evaluation Officer works in close collaboration and work closely with project team, Government officials, private sector, non-government and civil society organizations.
Responsibilities & Tasks:
- Establishing comprehensive data collection tools and collecting projects quality and quantity data via community participatory assessment, monitoring study, case study, success story etc.
- Conduct comprehensive monitoring on project activities and expenditures towards achieving project output.
- Monitor and evaluate overall project progress on achievement of results.
- Providing code of conducts, child policy and any other relevant training to project staff.
- Ensuring organizational complaint mechanism
- Provide feedback and suggestions to relevant project manager person on project progress, activities and evaluation strategies.
- Maintain timely and accurate record keeping in the database
- Monitoring and updating the project indicators on a monthly basis
- Follow-up updates /daily-weekly-monthly/with the project team.
- Document examples of good practices and challenges related to monitoring and accountability at the project level.
- Documenting lessons learned, recommendations and follow-up with program teams on implementation of recommendations through review meetings.
- Identify training needs, work with the project coordinator and others as needed to plan and implement trainings.
- Train and mentor M&E staff to strengthen their technical capacity and provide guidance and corrective feedback as needed.
- Assist in recruitment and onboarding of new team members.
- Represent M&E in internal and external meetings as needed.
- Timely access to monitoring and evaluation results for program teams through monitoring and updating data analysis, and through timely sharing and production of reports.
- Carry out any other duties relevant to the nature of the job.
Qualifications:
- Bachelor’s degree in international relations, social sciences, economics, administration, or other related field.
- Strong written and verbal communications skills required.
- Strong capacity for M&E analysis and research.
- Demonstrated capability to produce high quality monitoring, evaluation, accountability and learning reports.
- Ability to use MS Office programs, particularly Excel.
- English and Turkish is required; Arabic is an asset.
- Good organizational skills, time management skills, and an ability to prioritize multiple and demanding tasks.
- Adaptable, self-motivated, willing to learn and take on extra duties as required.
- Desire to learn, flexibility, willingness to ask questions.
- Adherence to internationally accepted humanitarian principles
- Turkish citizenship
- Ability to be flexible, work in a fluid context and adaptation for unexpected situations
- No restrictions with in-country travel
Personal Qualities: The incumbent should have excellent monitoring, reporting, presentation, facilitation and communication skills, should be able to work under pressure, independently and with limited supervision, should be tactful and have good interpersonal communication and writing skills, should promote team work and contribute towards building team consensus and acts as a team player.
