What PAH is about:
Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH in Iraq:
We returned to Iraq at the end of 2016 to respond to the needs of the civilian population caused by the fighting in Mosul. In 2017 PAH reached in total 53 000 beneficiaries with emergency assistance in Mosul and Erbil Governorate.
PAH’s current activities in Iraq include:
- swift reaction to the humanitarian crisis in Iraq.
- improvement of quality of all actions, assuring more adequate humanitarian response, following humanitarian standards and requirements of local communities.
- response based on complementary programs and projects which are created in coordination with local authorities and local communities.
- support of Iraqi employees in the improvement of personal potential and professional capacity.
Who PAH is looking for:
PAH in Iraq is looking for a MEAL Officer Under who will undertake duties and responsibilities related to monitoring, evaluation accountability and learning in the PAH Erbil office. MEAL Officer’s role is to collect and analyze data to assure support to the program for their improvement by providing reliable field information on the quality of implementation for coordination and management decision making. It is also the duty of the MEAL officer to manage the CFRM, produce statistics and ensuring that the PAH office culture is that of Accountability.
The person will hold the following responsibilities:
Monitoring
- As a member of the Monitoring Team, the MEAL Officer shall conduct data collection in the field and execute the methodologies provided by the MEAL Coordinator.
- Undertake regular visits to field locations to support monitoring and evaluation processes and contribute to the development and rollout of accountability processes.
- Participate in all other aspects of MEAL, for example, surveys, baselines, evaluations, joint projects monitoring and reviews/lessons learning workshops/events.
- Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement
Evaluation and Learning
- Support the MEAL coordinator in organizing and facilitating progress review and learning events
- Supports the MEAL Coordinator in the design and implementation of periodic evaluation activities including baseline surveys.
- Develop field staff capacities to employ a learning approach to their work. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.
Accountability
- Together with the Project officers and with the support of the MEAL Coordinator, undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms. This may include ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation, and corruption and referred to appropriately.
Data Collection & Validation
- Ensure transparent, accurate, and timely data collection for the purposes of the baseline study, real-time evaluation, and post-intervention/ post-distribution monitoring. It involves: field visits to project locations; conducting training for local enumerators; application of different data collection tools as well as collecting GPS and photographic data from the field.
- Ensure all data collection is done in line with good quality monitoring data, in a timely manner, and organize data received for reporting to the MEAL Coordinator.
- Ensures the quality of monitoring data reported by field offices through capacity building, supportive supervision, routine checking and validation of data.
Reporting & Analysis
- MEAL Officer ensures timely data analysis and preparation of monitoring reports according to PAH procedures and standards.
- Will support programs in collaboration with project officers in compiling data and write reports accordingly.
- Will support programs with analysis and graphic representation of data for reporting purposes
Capacity Building
- Actively contributing to designing and regularly updating program MEAL guidelines and tools and ensures that project staff have access and can use the tools,
- Support the MEAL Coordinator in developing the capacity of local communities, partners, and staff on the program MEAL framework, data management, and data analysis and results‐oriented programming, monitoring and evaluation methods and principles and reporting systems
- Support the MEAL Coordinator in training concerned program staff on the use of the MEAL system; conduct rapid assessments and trend analysis of field-based programs to monitor program activity.
- Ensures the quality of monitoring data reported by field offices through capacity building, supportive supervision, routine checking, and validation of data.
- Support MEAL Coordinator in analyzing existing tools and procedures and developing new tools for needs assessment, baseline survey, monitoring, and evaluation.
- Carrying out other duties assigned by the direct supervisor.
Management Tasks
- Supervises field-level MEAL staff during data collection exercises being conducted in the field.
Support field-level MEAL staff during implementation of their tasks such as data collection, entry, cleaning, collation, validation, etc.
- University degree in Social Science, Business Administration, Humanitarian Aid, Relief and Development or a related field from an accredited academic institution, with two years of relevant professional experience;
- Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues;
- 2-year MEAL officer or MEAL assistant
- Experience in conducting data collection exercises (Qualitative and Quantitative)
- Experience in the use of digital data collection tools is an advantage
- Proficiency in Microsoft suite Excel, SPSS, STATA, KOBO, ODK preferred
- Strong results orientation, with the ability to challenge existing mindsets
- Ability to present complex information in a succinct and compelling manner
- Previous volunteering experience is an advantage
Languages requirement:
- Fluency in Arabic and Kurdish
- Advance in English
