The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being.

 

The Business Competitiveness and Job Creation Initiative (BCJCI) is a five-year strategy within DCEO to support private sector firms as they identify and overcome specific business constraints hindering growth. The project will also support local business associations and networks in their work to identify shared impediments to growth and trade and advocate. BCJCI will also provide new opportunities for young Iraqi entrepreneurs to access cutting edge business incubation services and/or receive support that will accelerate the growth of their micro/small businesses.

 

 

 

OBJECTIVE: The mechanical engineer will fill a critical gap in the provision of in-kind assistance of equipment, machinery, and processing lines to DCEO/BCJCI client firms. Specifically, the Mechanical Engineer will review and develop scopes of work, technical specifications, technical drawings, bills of quantities, and market research. The position will also perform inspections of accomplished work in the provision of supplied equipment and machines, conducting site visit assessments, reviewing and assessing engineering aspects of activities, supervising activities’ safety and health management, proposing alternative solutions for engineering problems, as well as supervising engineering activities implemented by consultants, vendors, contractors and/or suppliers.

 

The work is expected, but is not limited to, involving improvements of small and medium factories and businesses such as food processing businesses, agri-businesses, industrial factories, workshops, and small community infrastructure activities. Examples of engineering interventions include (but are not limited to) supplying and installing machines and equipment such as power generators, packing machines, electrical equipment, production equipment such as cutters and mixers, etc.

 

While the Mechanical Engineer will primarily work with the BCJCI Task Order, the position will also, on occasion and as needed, support the 100 Solutions Task Order and community field coordinators.

Responsibilities

• Review processes, technical specifications, drawings, bills of quantities, and other technical documents;
• Visit activity sites to conduct assessments both before and after the implementation of assistance;
• Prepare briefs, site visit reports, assessment reports, and/or other documents which will summarize the findings of the assessment and reviews into a document that can be used for the development of the project activity;
• Conduct basic designs as needed by the activity;
• Supervise vendors, grantees, subcontractors, and consultants’ engineering work;
• Provide technical guidance to the program teams on engineering aspects of the activities;
• Liaise with the Business Counselors or Community Field Coordinators on activity plans and implementation progress as needed;
• Support the development of EMMP’s within the Environmental Compliance unit;
• Serve as a knowledge base for DCEO on questions of mechanical engineering, structural design, and feasibility thereof;
• Conduct market research and provide price estimates for engineering items;
• Conduct technical training to beneficiaries and other partners as needed; and
• Other related and relevant duties as assigned by the line manager and his/her designee.

Indirect: Grants and Implementation Director

Role Dimensions:

 

Required Travel: Ability and willingness to travel to governorates and municipalities throughout Iraq.

 

Required Skills and QUALIFICATIONS :

• Licensed and accredited mechanical engineer
• Ability to develop technical documents such as (but not limited to): bills of quantities, scopes of works, technical specifications, and technical drawings
• Minimum of five (5) years of experience in mechanical engineering works, preferred to have such experience in the context of mechanical equipment for factories.
• Preferred to have experience in machines and equipment market (knowledge of prices and brands)
• Prior experience in USAID funded projects is a plus but not required
• Prior experience in production lines and electrical systems is a plus
• Required to be able to use MS Word, Excel and AutoCAD or an alternative engineering drawing software
• Arabic language fluency is a must. Ability to communicate in English is required.

 

Place of Performance

Baghdad or Erbil, dependent on candidate location.
