Overall purpose:

The medical doctor is responsible to provide good quality of health care services at the mobile clinic site, including data collection/entry, consultation, diagnosis, treatment, management of referral cases, follows up of patients, epidemiological data collection and reporting and management of mobile DoH health team and monitors and ensures good quality of patient care.

 

Responsibilities and scope of duties:

  • Ensure and conduct primary health care services in the mobile clinic location .
  • Set up and manage an effective referral system and ensure patients follow up .
  • Collect and report on medical data regularly.
  • Manage and monitors the work of the DoH medical team
  • Work closely with all the members of the medical team , MHPSS team and outreach team.

 

Specific goals and related activities:

 

  1. ENSURE AND CONDUCT PRIMARY HEALTH CARE SERVICEs IN THE MOBILE CLINIC SITE

 

  • Ensure and conduct the medical consultations with full history taking, clinical examination and provide a diagnosis and prescribe treatment accordingly following the protocols and universal precautions and guidelines.
  • Clearly explain the diagnosis and treatment to the patient and make sure that the patients comply with the treatment
  • Request for a 2nd evaluation of the patient when needed
  • Delegate the treatment cares (distribution of drugs, injections, dressings…)
  • Manage and report any suspected communicable disease case according to Première Urgence Internationale’s protocols and national Disease Surveillance guidelines
  • Execute any action requested by the Health officer, Field Coordinator / Project Manager or Medical Coordinator as part of the outbreak response plan
  • Actively participate in the good cohesion and coordination of the team.
  • Record on a readable manner the health status and medical prescription
  • Participate in the follow-up of the waste management according to the waste management procedures
  • Be available on call for emergencies at any time of the day and night all week.
  • Ensure that all patients and their relatives are treated equally, with respect of ethical and confidential issues and according to Première Urgence Internationale chart.
  • Support the quarantine area in latyfiaa camp and HHPs in the management and referral of cases when needed.

      2. SET UP AND MANAGEMENT OF AN EFFICIENT REFERRAL          SYSTEM AND ENSURE PATIENTS FOLLOW UP

 

  • Manage the emergency and electives referral cases according to the referral protocol by facilitating the logistics including transportation means, appointment with specialists, laboratory tests etc…(in collaboration with the nurses, doctors and health officer )
  • Coordinate with the nurses on site to provide all the necessary information to the patient for accessing the referral PHCC/secondary care centre
  • Decide the transfer of the patients to the hospital of reference, in collaboration with the health officer
  • Follow up the referred cases, by ensuring visits if necessary, with the patient and with the reference doctor, ensuring appropriate follow up care has been given and taking appropriate action if further care is needed
  • Identify and refer patients who need mental health consultation.

     3. MEDICAL DATA COLLECTION AND REPORTING

 

  • Record accurately and on a readable manner, the clinical case management on the patient health card (history taking, physical examination, treatment, investigation, etc.) and patient registration book
  • Submit daily reports about health information and Ensure an accurate daily use and tracking of epidemiological data
  • Participate actively in the early warning system and the outbreak response plan
  • Collect general information about the beneficiaries living conditions
  • Participate to the assessment of health needs
  • Participate to the weekly medical statistic report in collaboration with the health officer / program manager and/or field coordinator/health coordinator.
  • Strengthen and analyse the current data collection to allow early recognition of possible outbreaks and develop appropriate strategies to manage key health problems in the IDP population.

     4. ENSURE THE MANAGEMENT OF the Medical TEAM

  • He/she familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team.
  • He/she supervises and manages directly his/her team
  • He/she assumes or delegates responsibility for the integration of new project-level staff, ensuring the project  context, relevant tools and PUI policies are well understood.
  • He/she ensures compliance of DoH staff with the Internal Rules of Procedure and code of conduct of PUI on the site.
  • He/she identifies capacity building needs of the staff that she line manages and arranges the needed trainings in collaboration with the health officer

    5. MEETINGS/COORDINATION

 

  • Debrief daily with the medical team/with all mobile teams
  • Attend Première Urgence Internationale team meetings when required
  • Collaborate with other organisations involved in health, water, sanitation, and nutrition
  • Provide information to the health officer/project manager about health status trends, gaps and needs in the communities treated (e.g. psychological support, the prevalence of water-borne diseases, etc.).
  • Ensure adherence to Première Urgence Internationale’s Standards of Operation Procedures for Mobile Health Teams

6. OTHER DUTIES

 

Participate in the preparation of the material necessary for the consultation day (material and equipment)

  • Ensure support, training and capacity building to the members of the team
  • Ensure a proper hand over at every team change over.
  • Participate in any other activities such as vaccination, survey…according to the needs and as directed

 

  • Report to the supervisor any problem especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue
  • Be aware of the security rules and social and political situation in the field at any time and provide feedback to the health program manager.

  Graduation certificate of medicine/bachelor degree (qualified medical doctor)

 

 

  Training on humanitarian standards and methodologies

  Training in community or public health

 

Professional experience

 

  At least 2 years as medical Doctor (Hospital, NGO…)

  Experience managing/coordinating other medical staff

 

 Experience in emergency type programming

 Experience in community or public health

 Experience with an NGO

 Experience with Première Urgence Internationale (PUI).
