The MEL Officer (MO) is responsible for data management and analysis for IRI Iraq projects, ensuring data is kept and analyzed in a timely results-based manner, focusing on providing feedback to program staff in support of collaborative learning processes. S/he reviews and ensures the quality of data reported in PMPs and all other similar indices. S/he is responsible for supporting IRI staff and external partners in the development and implementation of effective MEL plans, and develops, as needed, data collection and analysis tools. S/he closely monitors data quality and troubleshoots challenges as needed. S/he also oversees and substantially contributes to IRI-Washington and donor-focused reporting and presentations. The MEL Officer will, with direction from the MEL Manager, liaise with staff in IRI’s Washington DC headquarters to answer questions and fulfill requests related to MEL activities, data collection and similar issues.
The MO reports to the MELM. The MEL team engages regularly with program teams and are responsible to coordinate all accounting, procurement and logistics with the operations team.
Monitoring, Evaluation & Learning · Coordinate and engage with program staff in DC as it relates to MEL requests. · Liaise with members of the DC-based Evidence and Learning Practice, as needed or as requested. · Proactively advise and support IRI staff and partners on all M&E related matters, including proactively communicating M&E requirements, tasks, and expectations to staff · Maintain a detailed understanding of and lead the IRI team in executing all M&E requirements, tasks, and activities in Iraq. This includes developing and maintaining a master M&E work plan for all active projects in Iraq. · Maintain records of program results as per relevant monitoring and evaluation guidance, including but not limited to stakeholder contact information, key issues discussed and decisions made. · Oversee data collection, creating data collection tools to ensure data is correctly collected and recorded, providing troubleshooting as needed. · Facilitate regular sessions with program teams on collaborative learning and adaptive management.
· Attend program activities as assigned, providing technical and logistical support when needed. · Support weekly internal program reporting, ensuring activity data is fully described and indicators/ disaggregation is correctly reflected, providing troubleshooting as needed. · Review partner-submitted M&E reports, evaluating them for completeness and adherence to IRI’s requirements. · Implement program monitoring and evaluation plans with direction from the management team and MELM, inclusive of: o Check source documents for accuracy, verify data and correct data where necessary; o Ensure that data storage and data ethics meet IRI and funder standards; o Obtain further information for incomplete documents by make verification call; o Conduct field visits, including monitoring workshops/sessions as required; and o Preparing interview protocols and conducting phone interviews. · Assist IRI staff to carry out all requirements and tasks in MEL plans and indicator matrices (PMPs, etc). This may include but is not limited to: planning for data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data and providing MEL capacity building/training support to colleagues as requested. Staff and Partner Development · Maintain and cultivate relationships with key IRI program stakeholders, encouraging them to seek assistance from IRI on M&E issues. · Provide technical assistance and training to IRI staff and external partners on MEL skills. Reporting & Communications · Oversee and finalize for management team review weekly internal program reporting, ensuring activities are fully described and indicators/disaggregation is correctly reflected, providing troubleshooting as needed. · Create data visualization and case studies upon request for inclusion in presentations and reports. · Submit regular communications content, inclusive of program reporting, analytical writing and social media content. Program & Relationship Management · Supervise the implementation of program activities, including but not limited to meetings, workshops, public events and seminars. Serve as a workshop trainer and/or facilitator. · Oversee the work of assigned staff, ensuring adherence to work plans and troubleshooting as needed. · Maintain and cultivate relationships with key IRI program stakeholders and political influencers. · Seek new opportunities for IRI’s programs and expand IRI’s network of stakeholders and supporters.

- Bachelor’s degree required with five years experiences or Master’s degree with three years experiences .
- At least three years of progressively responsible professional experience in monitoring and evaluation required.
- Demonstrated experience working with US Government funded projects and familiarity with USG regulations and processes.
- Professional fluency in English and Arabic required.
- Strong written and oral communication and presentation skills.
- Willingness to travel domestically as needed.
- Commitment to non-partisanship and non-sectarianism required.
