GLOBAL OBJECTIVE OF THE POSITION:

 

Under the responsibility of the Mental Health Psychosocial Support Project Manager (MHPSS Project Manager), the Mental Health Psychosocial Technical Officer (MHPSS Technical Officer) will ensure the quality of mental health and psychosocial related trainings delivered by Handicap International for its partners in order to increase the capacity of health staff. S/He will be responsible to support the design and implementation of the MHPSS trainings at the regional mental health centres, primary health care centres as well as at the Community-Based Organizations (CBOs).

 

 

RESPONSIBILITIES AND TASKS DESCRIPTION

 

Training and Capacity Building of DoH/PHCCs

 

  • Assess the available Mental Health and Psycho Social Support (MHPSS) resources and structure existing at Department of Health (DoH) level
  • Identify the gaps and needs and propose adapted activities to support capacity development
  • Provide training and on the-job-supervision in the identification and management of priority mental health conditions to DoH staff in line with World Health Organization Mental health Gap Action Programme – Humanitarian Intervention Guidelines (WHO MhGAP-HIG) and in coordination with national authorities and the HI Technical Unit.
  • Provide on-the-job supervision and support to Primary Health Care Center (PHCC) staff on MhGAP
  • Support and identify DoH staff and community key leaders are carrying out their activities following international standards through regular on the job training and monitoring
  • In charge of facilitating MHPSS training to partners staff including DOH staff and CBOs and other actors as necessary through validated tools with the support of MHPSS Technical Coordinator when needed
  • Provide direct technical support and capacity building in program implementation, and developing strategic direction of programs in Kirkuk with support from MHPSS Technical Coordinator
  • Work together with MHPSS Technical Coordinator in providing technical support
  • Support partners in developing data collection, reporting and monitoring of the provided services
  • Synthesize training materials and develop Power Point presentations upon the request of the MHPSS Project Manager and/or MHPSS Technical Coordinator
  • Support the Knowledge Attitude and Practice (KAP) Consultant where needed
  • Lead the capacity building of Psychosocial Support (PSS) staff and Mental Health campaign staff,  and the development of IEC tools, upon the request of MHPSS Project Manager

 

Monitoring and Reporting

 

  • Ensure regular monitoring of DoH staff in terms of capacity development according to the designed training plan
  • Develop monitoring tools to assess the quality of services delivered by partners
  • Conduct regular monitoring assessment, evaluation at partner’s level
  • Regular reporting to the MHPSS Technical Coordinator and MHPSS Project Manager (field visit report/situational report/ assessment and training report)
  • When needed, assist with the development of proposals with MHPSS Technical Coordinator
  • Submit data required for reports, monthly reports and updates as required

 

Coordination and Communication

 

·       Participate/contribute to the development of IEC materials in support of the KAP Consultancy

·       Identify and propose the development of new activities answering to gaps and needs

·       You represent HI on MHPSS technical aspects in relation to external partners

·       Translation of documents related to the project between English-Arabic-Kurdish

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

TIME SCHEDULE:

 

The working hours are the following:

Sunday until Thursday, from 8.00 AM to 16.30 PM with 30-minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities. It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

 

 

HIERARCHICAL RELATIONSHIP:

 

Base: Kirkuk with regular travel to Ninewa and the possibility to support other bases when needed.

Qualifications & Preferred Skills

REQUIRED PROFILE

 

Education

  • The qualified candidate will be a mental health professional (Psychologist or Psychiatrist with MA or equivalent preferably with Clinical Psychology master degree, or hold a degree in Medicine.
  • Previous training in MhGAP is must if holding a medicine degree.

Languages

  • Proficiency in Arabic; Strong English language skills mandatory (oral and written), Kurdish will also be considered as a strong plus.

Experience

  • Minimum of 2 years of relevant professional experience
  • Previous experience with international or local NGOs desirable
  • Demonstrable experience creating and conducting MHPSS trainings, presentations or workshops
  • Experience or strong understanding and willingness to develop skills in clinical supervision and staff care
  • Training and/or development of IEC materials and MHPSS awareness messages desirable
  • Technical assistance provision at the level of working group, task force, or equivalent
  • Training teams on MhGAP, Problem Management Plus (PM+) would be an asset

  • Excellent interpersonal, written, and oral communications skills in local languages and English

  • Computer literacy with demonstrated experience in utilization of Microsoft Office – Word, Excel and PowerPoint in particular is mandatory
