Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Monitoring and Evaluation Officer, and general guidance of the Programme Support Unit (PSU) Coordinator, in close collaboration with the thematic programme unit management, the successful candidate will assist the coordination of programmes/project’s M&E activities and facilitate the effective development and implementation of M&E plans in line with IOM and donors’ expected standards on M&E.

Core Functions / Responsibilities:

  1. In close coordination with Programme Managers, contribute to the development of standardized Monitoring and Evaluation (M&E) systems for new projects including M&E plan/results monitoring framework, quality assurance mechanisms, M&E data collection methods and procedures; and review/update the project M&E plan regularly.
  2. Provide technical support for process and operations monitoring, including participatory evaluations, baseline assessment, real-time, mid-term, final evaluations, lessons-learned workshops/ meetings and programmes/projects reviews to help integrate lessons from M&E.
  3. In close collaboration with relevant IOM staff, operational teams, and implementing partners,check compliance with quantitative and qualitative M&E requirements; consolidate and share, promptly, relevant, and appropriate M&E information to teams to inform progress reporting and improvement in line with IOM and donor standard and expectations.
  4. Support the PSU and Programme Units during project development by inputting the overall result matrices and theory of change, budgets, and parameters to monitor programmes/projects performances and achievements. Ensure that M&E arrangements comply with IOM internal M&E standards and donor agreements and expectations, including the addition of custom or standard indicators.
  5. Support the evaluation processes, including ToR design, Request for Expression of Interest, evaluation inception meetings, implementation, and dissemination phase. Contribute to organizational learning by checking if management responses, evaluation learning briefs, dissemination meetings are conducted, and alert the supervisor accordingly. Arrange that evaluation reports are made available to main stakeholders and donors in line with the policy of disclosure, and where relevant, are made public.
  6. Provide technical inputs to support the preparation of MEAL reports, facilitate the regular sharing of M&E findings with relevant stakeholders and IOM Units, and check if monitoring data are discussed in appropriate forums.
  7. Contribute to the regular design, testing, and reviews of information/data collection tools, and check compliance with relevant M&E and reporting requirements. Work with the monitoring and reporting focal points, guide them on information/data collection processes and principles, including dissemination and use.
  8. Participate in project reviews/planning, kick-off meetings, and assist program managers in revising log frame matrices, particularly the vertical and horizontal logic and monitoring mechanisms.
  9. Contribute to the streamlining and improvement of M&E practices and capacities across allIOM Iraq units, guiding M&E officers and focal points, and help build the capacity of MEAL and programme staff.
  10. Participate and/or support M&E working group meetings and support the UN Sustainable Development Cooperation Framework (UNSDCF) or other relevant processes and reporting, including UNInfo, in line with the Results-Based Management (RBM) framework approach and other strategic focus.
  11. Participate in missions with external partners and donors, including supporting the donorThird-Party Monitor (TPM) firm discussions/meetings or missions to facilitate access to M&E data.
  12. In coordination with programme units, including the Protection focal point(s), support the “do no harm” principle and work to promote Accountability to Affected Populations (AAP) approaches through awareness-raising and contributing to the development of effective accountability mechanisms, in line with IOM’s global standards.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in M&E, Development, Social or Political Sciences, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project implementation and management, with experience in the field ofresearch, monitoring and/or evaluation;

• Experience with logical framework approach and other strategic planning approaches, M&Emethods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;

• Solid understanding of the post-conflict environment and community development, focusing on participatory processes and joint management;

• Experience in M&E system design, data processing and computers;

• Previous experience working in an international organization and knowledge of the UN is essential; and,

• Previous work in relevant issues such as migration, livelihoods and job creation strategies, displacement, stabilization the Middle East or Iraq is essential.

Skills

• Good knowledge of programme management cycle;

• Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing, etc. is essential.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
