Overview

 

Un Ponte Per (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un Ponte Per started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through humanitarian and development programs, always supporting the local civil society. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels.

 

The Monitoring & Evaluation Officer is responsible for the implementation of M&E activities within the project while under the supervision of Project Manager. He/she will provide technical guidance and implement M&E activity such as assessment development, data collection supervision, data analysis, writing reports and factsheets including recommendation toward the improvement of program quality.  In addition, M&E Officer will be in charge of all the Feedback, Complaint and Response Mechanism.

Responsibilities

Design of M&E Activities

  • In collaboration with the Project Manager, prepare results frameworks, performance monitoring and evaluation plans, including:
    • Data collection methodologies and associated measurement tools for internal and external (upon request) M&E activities
    • Schedule (deadlines and frequencies)
    • Analysis and reporting protocols
    • Products and expected deliverables
  • With the support of the Project Manager, design internal M&E follow-up tools.

Reporting

  • Update the project database on a daily basis;
  • Check the data and follow up with staff on a weekly basis the database reporting
  • Coordinate collection and consolidation of monitoring data from field staff
  • Report on Health Cluster ActivityInfo and iRHIS on a monthly basis
  • Use monitoring tools provided (electronic medical records and the data base)

 

Assessment, Evaluation and Data Analysis

  • Develop appropriate database and proceed to data cleaning and data analysis for the M&E surveys.
  • With the support of the Project Manager, design quantitative and qualitative data collection forms.
  • Supervise data collection done by enumerators or any related outcome produced
  • Review the data collected during monitoring or evaluation activities, ensuring accuracy of the information.
  • Support the production of relevant reports, analysis, maps and presenting conclusion and recommendations for the project.

 

Feedback, Complaint and Response Mechanism

  • Responsible collecting feedbacks from:
    • Feedback and Complaint boxes in all the location of the project Implementation;
    • Phone Feedback and Complaint Hotline (in Arabic and Sorani);
    • Feedback and Complaint Email;
    • Monthly Complaint Committee in all the location of the project implementation.
  • Fill the complaint registration n Kobo, register them in the database, classify them and work with field team to provide answers under the supervision and approval of the project manager.
  • Based on field observation, report to line manager any potential negative impacts in terms of protection / Do No Harm / acceptance linked with UPP operations.

Transversal

  • Build the capacity of staff in Monitoring and Reporting (M&R), data collection, analysis, interpretation and use of data for decision making
  • Upon request from Project Manager, coordinate with administrator/logistician and prepare enumerators-related documents (payment, contract, credits, enumerators FU…)
  • In case the employee has translation skills, she/he can contribute to translation of survey, monitoring tools, evaluations etc.
  • Actively propose adjustments and/or new activities to improve the quality of the operations or approaches, in consultation with technical coordinators.
  • Fill and communicate HR documents (attendance sheet, leave request, etc).
  • Participate to meetings as requested by the Project Manager

Qualifications & Preferred Skills

Education: 

  • University degree preferably in relevant subjects (Social science preferably in development planning, economics or management etc.).

 

Experience:

  • At least 4 years of experience in Monitoring & Evaluation.

 

  • Working experience with local/international NGOs.
  • Previous experience working with IDPs or Refugee populations.
  • Regional and cultural knowledge and sensitivity
  • Previous experience in monitoring and evaluation of health or mental health and psychosocial support projects
  • Computer literacy skills, including ability to operate Microsoft Word, Excel, Project & database Management software.
  • KOBO ToolBox or other Mobile Data Collection Tools.
  • Capacities to plan activities successfully targeting results and objectives
  • Ability to work as part of a team and coordinate with other project personnel.
  • Strong autonomy and coordination skills.

 

Knowledge: 

  • Excellent communication and facilitation skills.
  • Self-reliant and able to work independently.
  • Literacy in Microsoft Office Programs.
  • Personal integrity and credibility
  • Strong interpersonal and intercultural skills.
  • Report writing

Languages:

  • Required excellent oral and written Kurdish, Arabic and English
