Monitoring and Evaluation Officer Iraq Basra- National Position


Job Description

  1. Role and responsibilities

General

  1. The Monitoring and Evaluation (M&E) Officer provides methodological and technical support to teams in order to ensure the quality of M&E tools in projects and programmes, working within the framework established by the organization.
  2. The M&E Officer ensures that M&E approaches, methods, tools are relevant and consistent across NRC teams and partner organizations.  He/she helps plan and implement activities requiring specific M&E expertise.
  3. The Officer helps develop a dynamic approach to M&E inside and outside NRC. He/she ensures M&E is an integral part of all NRC departments, and that the M&E department plays a support role for the rest of the organization.
  4. He/she helps develop an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organization’s focus on quality and accountability.
  5. Ensures ethical principles related to M&E are respected. Protects confidential data, applies the principles of informed consent, and protects beneficiaries during the collection, processing, analysis and use of M&E data.
  6. Supports data analysis processes and assists in drafting qualitative reports for effective programme management.
  7. Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the M&E Coordinator in a timely and proactive manner.
  8. Informs the Project Leader and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  9. Helps the Project Manager and/or Programme Coordinator develop presentations adapted to different target audiences. Provides the M&E information required to write reports for use by NRC and by donors.

 

 

Data Collection

  1. Responsible for planning and implementing quantitative and qualitative primary data collection as tasked by the M&E Coordinator
  2. Support field-based data collection exercises as required by M&E Coordinator
  3. Liaise with M&E Coordinator and program teams to complete Data Collection Guide for all remote-based data collection exercises
  4. Plan and implement all trainings for all enumerators/facilitators with relevant program team to review the methods and technical content of the data collection exercise prior to each data collection exercise.
  5. Act as Team Leader for all M&E Unit-supported data collection exercises, including field management of any short-term staff recruited to support data collection exercise.

 

Accountability

  1. Supporting programme teams in establishing Community Feedback and Response Mechanisms (CFRMs) in geographic areas of NRC programming, including: (1) facilitating community consultations jointly with the programme team; and (2) making recommendations on CFRM structure and format appropriate to the activity and location and rolling out the CFRM in accordance with NRC Iraq CFRM Guidelines
  2. Ensuring that information about NRC programmes and approaches are available to target communities, notably through the development of visibility leaflets, community orientation sessions, etc.
  3. Ensure that all complaints are managed, compiled and, if needed, forwarded to relevant staff member as per described instruction included in the NRC Iraq CFRM Guidelines
  4. Ensure that all the complaints are followed up closely with relevant department in order to resolve them within the timeframe specified
  5. Ensure the confidentiality of complaints data is respected, and this information is not shared with any irrelevant staff members or external person/ organization

 

 

  1. Competencies

Generic professional competencies:

•             Experience from working as a M&E Assistant/Officer in a humanitarian/recovery context

  • Knowledge of project cycle management concepts, processes and tools, and experience in leading participative processes
  • Expertise in developing, planning and implementing M&E systems, procedures and tools
  • Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector.
  • Extensive experience in data collection and analysis Knowledge of information management software and tools (statistics, investigation management and mapping)
  • Experience in preparing, planning and monitoring consultancies in the M&E field
  • Awareness and knowledge of ethical issues related to M&E

 

 

 

Context/ Specific skills, knowledge and experience:

  • Overall good understanding of the political context in Iraq, with focus on Anbar.
  • Overall good knowledge of geography, local population and local language in the areas of operational interests.
  • Experience working with NFI and cash distributions in NGOs.
  • Competencies in all computer related tasks including Word, Excel, and Outlook.
  • Command of IT tools and experience in using databases
  • Ideally, experience with some or all of the following tools: Excel (including pivot tables), ODK/KoBo tool box, SurveyCTO, Power BI etc.
  • Analytical skills
  • Good understanding of community participation, and very good ability to communicate with beneficiaries.
  • Ability to manage high/low workload depending on emergencies.
  • Ability to work under pressure and with limited supervision in a challenging environment.
  • Ability to perform multi-tasks at one time.
  • Ability to work independently, as well as to provide support and advice
  • Ability to create a cooperative and collaborative environment

Other information

Duty station: Basrah

Contract Duration: 23 Months

Health Insurance is provided.
Salary: G5/S1, According to NRC’s Iraq salary scale and terms and conditions.
