VACANCY: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its operations in Iraq.

Duty Station: Iraq – Baghdad
Reports to: Analysis and Evidence Team Leader
Duration of Contract: Six Months fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:
The ICRC’s Economic Security (EcoSec) Unit, which is part of the Assistance Division, seeks to establish if people affected by different kinds of crisis and conflict can cover their essential needs sustainably. If they cannot do so, EcoSec steps in to help protect lives and restore livelihoods.
Economic Security MEAL officer is responsible to undertake activities related to assessment, analysis, monitoring, evaluation, accountability, learning and reporting activities of economic security (EcoSec) programs in line with the EcoSec and A&E strategy under the supervision and guidance of his/her hierarchical superior(s). The MEAL officer will be working closely with EcoSec Program and Implementation teams to develop and implement best-practice monitoring & evaluation tools and assessments. S/He will monitor and report on whether the minimum quality benchmarks of EcoSec programs are met or not. S/He will remain responsible specifically to Monitor Outcomes (PMT indicators) and regularly, evaluate the outcomes of interventions and ensure learning is documented.
Key Responsibilities:
- Contributes to mid-level qualitative and quantitative data analysis.
- Describes results and produces data visualizations.
- Contributes to the adjustment and the streamline of the use of data-collection tools.
- Ensures all data collection is carried out in line with the best practices shared and agreed upon for the activities assigned to him/her
- Contributes to writing relevant A&E Reports under the supervision of the A&E team leader.
- Consolidation of data received from the implementation team to make sure that the baseline and end-line data is available for the country.
- Synchronizes data collection tools on Device Magic Platform – ready for use on mobile devices. And maintain the relevant database and Tableau dashboards linked to it, up to date.
- Act as a technical focal point to support teams to solve the technical issues faced in data management or data collection tools.
- Take part in the ongoing or planned EcoSec activities as a form of support to the implementation team and to observe the EcoSec approaches used for a particular activity.
Education and Professional Experience required:
- University degree.
- 4 years overall professional experience, including 1-3 years of experience in a similar field of activity;
- Very good knowledge of written and spoken English and Arabic;
- Proficiency in Office applications, including Word, Excel, Power Point, Explorer;
- Strong analytical, interpersonal and communication skills;
- Proactive and able to work under stress;
- Highly motivated, persuasive, honest and transparent;
- Familiarity with the different contexts across the country;
