ABOUT THE PROJECT

The Rooted in Trust project works to combat COVID-19 rumors and misinformation in Afghanistan, Lebanon, Iraq, Colombia, Mali, DRC, Iraq, Sudan and South Sudan. We work to create impact at the local level and inform approaches to rumor management at the global level. The project is supported by a Global Technical Advisory team made up of media, humanitarian, data science and information management experts.

 

In Phase 1 of the project, we collected more than 19 thousand rumors in 14 languages and supported more than 30 local trusted information providers. In this critical phase of the pandemic, we will build on these efforts to listen and respond to the information challenges faced by vulnerable groups in humanitarian contexts, encouraging open dialogue between citizens and scientists and stronger and more collaborative partnerships between information providers (such as local media) and humanitarian and health sources.

ABOUT THE OPPORTUNITY

The Monitoring, Evaluation, Research and Learning Officer supports the RiT Iraq management team. The MERL Officer works to support all monitoring and evaluation activities and will play a key role in designing, implementing, and managing MERL frameworks and systems; collecting, verifying, and reporting data on program activities; and capturing impact, learning, and best practices.

Logistics

This is a remote-first position. The ideal candidate is based in Northern Iraq, preferably in or near Erbil. However, remote candidates based elsewhere will also be considered. You must have work authorization in your location that does not require sponsorship from Internews.

Scope of Work

  • Develop and implement MERL systems for the Rooted in Trust project; identify obstacles to implementation and recommend appropriate solutions.
  • Support the program team in creating a framework and procedures for the monitoring and evaluation of project activities.
  • Collaborate with Global MERL team to monitor and track project activities in Iraq; using global data collection and indicator tracking systemsSupport data gathering and analysis throughout the project by Internews and sub-grantees;
  • Develop close working relationships with all project partners, participants and stakeholders; 
  • Write reports, analyze findings and provide recommendations as required for project planning, performance management, and reporting; 
  • Participate in review and planning meetings, generating minutes and lessons learnt documents and discuss results of data and plan action steps to build on strengths and address weaknesses;  
  • Support creation of externally shared learning documents regarding rollout of a global humanitarian response in the midst of a pandemic;
  • Provide support in information ecosystem assessment implementation or any research efforts;
  • Conduct qualitative and quantitative field monitoring and verification of project implementation
  • Work closely with the program team to ensure the project success;
  • Additional activities as mutually agreed upon with Internews’ team;
  • Understand and demonstrate commitment to upholding Internews’ Core Values.

Qualification

  • University degree in economics, mathematics, statistics or a related field.
  • At least 3 years of relevant profesional experience in the design and implementation of M&E activities implemented by national/international NGOs;
  • Experience in designing tools and strategies for data collection, analysis and production of reports; 
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Demonstrated experience with training and capacity-building
  • Fluent in written and spoken Kurdish and Arabic;
  • Strong writing and reporting skills.
  • Excellent organizational and communication skills.
  • Ability to work with minimal supervisión
  • Must be self-reliant, resourceful, a good problem-solver, good humored and flexible.

Note: Candidates who do not have these preferred qualifications, but are interested and willing to learn, are encouraged to apply.

  • Fluency in English is a distinct advantage
  • Awareness of, and familiarity with, the issues and dynamics of the COVID-19 pandemic and/or other health crises in humanitarian contexts is a strong asset
