Context:

The Return and Recovery Unit (RRU) within IOM Iraq works to remove the initial obstacles to Internally Displaced Persons (IDPs) return in Iraq’s post-conflict areas and lay the foundation for longer-term recovery, economic development, and reconstruction in general. RRU’s engagement includes activities related to data and research, leadership of coordination and strategy development mechanisms and field-level activities such as housing, livelihoods, basic services rehabilitation, social cohesion, and other activities.

 

Under the general supervision of the Chief of Mission ( CoM), the overall supervision of the Head, Returns and Recovery Unit, the direct supervision of the Senior Programme Coordinator for Durable Solutions and Community Engagement and of the Programme Coordinator, and in close collaboration with the IOM Iraq CwC Unit, the CwC and Campaign Officer will be responsible to coordinate the implementation of communication and outreach strategies and activities aimed at strengthening the participation of communities in RRU’s programs and at increasing communities access to essential services. The National Officer is also responsible to ensure that communication with communities’ approaches are two-way, enabling communities and programme beneficiaries to provide feedback on the programs and services in a safe and inclusive manner.

To fulfil this role the CwC and Accountability Officer will manage a Community Engagement and CwC assistant and will spend a substantial percentage of her/his time working outside the office to take part in programme activities and provide technical support to operations teams.

 

Core Functions / Responsibilities:

  1. Under the direction of the Programme Coordinator, support the planning, development, and roll out of awareness and sensitization activities and campaigns related to all programme sectors implemented in the Returns and Recovery Unit.
  2. Draft communications and outreach strategies related to Returns and Recovery programming and supplementing workplans under the guidance of the Community Engagement and Durable Solution Programme Coordinator.
  3. In Coordination with RRU technical teams and with CE Regional Technical Advisers, participate in the timely development of appropriate, inclusive, and effective communication materials to be used in the implementation of the outreach and communication strategies developed.
  4. Provide technical guidance and capacity building to technical and field teams during the roll out of campaign, awareness, and outreach activities related to community implementation plans.
  5. Act as the point of contact of RRU for coordination with the CWC Unit and for field staff during all outreach, awareness, and campaign related activities.
  6. Facilitate the inclusion of CFM in all outreach activities for each of the programme components and that communities are informed on how to access CFMs and other accountability mechanisms.
  7. Under the guidance of the Programme Coordinator, develop tools and standard operating procedure to support community consultative processes.
  8. Support the development of communication campaigns, Mass communication activities and outreach of Community Resource Centers across all respective governorates for activities and programs implemented by RRU.
  9. Review and analyse material from community consultations and participatory assessments to then suggest campaign ideas and key messages in coordination with the CWC unit.
  10. Coordinate closely with RRU Public Information colleagues for the development of campaign material and the roll out of largescale mass communications, campaigns, and community engagement activities.
  11. Coordinate with external partners for the roll out of campaigns including private companies, media, and relevant stakeholders.

 

 

Qualifications.

Education

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, or any related field from an accredited academic institution ; or
  • University degree from an accredited institution with 2 years of relevant professional experience.

 

Experience

  • Knowledge and experience in community mobilization, civil society strengthening, capacity building and training of community groups, organizations, and authorities.
  • Demonstrated experience in community engagement, campaign management, mass communications, CwC and Accountability to Affected Population.
  • Demonstrated gender awareness and gender sensitivity.
  • Demonstrated experience in Accountability mechanisms and CFM approaches, software, and tools.
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance strategic objectives,
  • Proficiency in office applications, including Word and Excel, expertise in graphic design software an advantage.
  • Previous working experience in Iraq or the Middle East and Northern Africa region is advantageous.
  • Willing to conduct constant travel within the Area of Responsibility.

 

Languages

  • English, Kurdish and Arabic are required.
  • Any other language is an advantage.
