Procurement Manager – Erbil

ROLE PURPOSE: 
The Procurement Manager is a member of the Supply Chain Team at Blumont Erbil and will be fully dedicated to work on SAFER Project. The Procurement Manager will be responsible for ensuring that all Procurement procedures and policies are in place and that SAFER project staff adheres to such to ensure transparency, compatibility, accountability integrity and value for money with efficient and effective in Erbil and support other fields within NES.
 

KEY AREAS OF ACCOUNTABILITY: 
The main responsibilities for this position are below:  

•    Ensure the procurement actions of SAFER project are compliant with policies and procedures by providing all the relevant information and required documentations etc. in Iraq coordination with program staff and Supply Chain Director.
•    Apply Blumont’s anti-corruption/fraud policy to all procurement actions.
•    Ensure proper supporting documentation and tracking procedures are applied to all procurement’s services in Micro Purchase, Simplified acquisition & Tender need to coordinate with Supply Chain Director.
•    Supervise Procurement staff under SAFER Project to ensure compliance of Blumont procurement policies and procedures with the support of the Deputy Supply Chain Director.
•    As part of Blumont’s dual mandate, the Procurement Manager will participate in emergency preparedness activities and be ready to respond in the event of an emergency. •    Maintaining the Vendor Database.

Procurement:
•    Procurement Management: Ensures that the procurement policies and procedures, under Blumont’s and donor’s guidelines, where applicable, are adhered to. 
•    Reviews the required documents for bidding including the PR, Bills of Quantities, General and Special Conditions, Terms of Payment, Scope of Works, etc. to ensure accuracy, completion and consistency of the procurement request package. 
•    Implement procurement processes and logistics operations for the program including grants, strictly following all rules and regulations as well as all stipulations established by USAID, BLUMONT Policy. Rules and regulations include:
    ADS (Automated Directive System)
    FAR (Federal Acquisition Regulations)
    CFR (U.S. Code of Federal Regulations)
    AAPD (Acquisition & Assistance Policy Directive)

•    Pre-award meeting with the vendors and write the minutes of meeting, award administration and closeout including past performance documentation/records; maintaining up to date database and audit ready procurement files. 
•    Needs assessment – participate and assist in assessing the training, technical assistance, financial management, and commodity needs of potential grantees, and establish controls for expenditures and reporting on use of funds related to these needs
•    Subcontractor/grantee monitoring – liaise with and provide the necessary assistance to other advisors and the Project Director on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of public health organizations who receive grants under the project as well as subcontractors working under the contract.
•    Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement actions are completed. 
•    Accountable to provide quality weekly/ monthly/quarterly procurement reports to the Supply Chain Director and Deputy Supply Chain Director. and Program staff. 
•    Ensure that the emergency response plans are in place and Logistics staff are trained accordingly.
•    Performs any other related tasks as requested by the Deputy Supply Chain Director and Project Director. 
•    He/She contribute to plan and eventually supervise the shipment and delivery of materials/equipment up to their final destination.
•    Work with local, national, and international vendors of goods and services to ensure quality, maintain professional distance required to ensure high ethical standards.
•    Procurement Manager should submit the weekly report on Procurement statues to Supply Chain Director and Project Director.

Team Management
•    Build the capacity of Logistics, Procurement, and project staff in their understanding of quality logistics, Procurement and adherence to procedures under Supply Chain Director supervision. 
•    Ensure that the team are motivated, encouraged to suggest new ideas, and are performing well.
•    Procurement Manager performance will be evaluated based on results Represents the logistics team in Erbil and NES

Required Skills & Qualifications:
•    Bachelor’s Degree in Administration, Engineering or other related 
•    At least 06 years of relevant work experience, including experience with a Companies or international NGO managing an office or program.
•    Experience within in a fast past humanitarian context is key
•    Experience setting up emergency or humanitarian procurement systems;
•    Knowledge of advance best practices procedures in high-risk environments;
•    Strong communication skills; Advance in English & Arabic required of spoken and written 
•    Strong analytical capacity

 

Preference
Willing and able to travel to North East Syria
