General description of the position:

In his/her capacity as representative HEKS/EPER, the Program officer, manages and supervises the projects being implemented for the office in Kirkuk and SalahEldein and provide support to the emergency project(s) being implemented.

S/he is responsible for the implementation of the strategy and the development and managerial coordination of the project teams (Food security/Livelihood, Education, and Legal assistance). S/he supports and validates the quality of the work done by the teams as regards the HEKS/EPER mandate and commitments and international standards. The Program Officer is working under the Country Director in Iraq. S/he is in charge of the direct implementation and supervision of the Projects of HEKS/EPER.

S/he works in close coordination with the governmental and non-governmental agencies, with the cluster system, to develop, monitor and orientate each project. S/he works with all relevant authorities at district and community level (civil, religious, police and all other services) for a better implementation, acceptance and ownership in improving the living conditions of IDPs / returnees and host communities.

HEKS/EPER expects its personnel to behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of HEKS/EPER and upholds in all circumstances the interests of the organization.

HEKS/EPER intervenes without any affiliation to politics, religion, or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Duties and responsibilities and tasks:

Line Management & Human Resources Management

  • Daily supervision of team members in the project areas. 
  • Participates in recruitment and revision of job descriptions.
  • Ensures the team has a clear understanding of the HEKS/EPER mandate and project in working areas (conflict sensitive areas).
  • Lead and manage staff, encouraging effective teamwork and providing supervision and guidance, including regular and constructive feedback.
  • Reports incidents and difficulties encountered with any staff members to the Country Director.
  • Organizes, leads and participates in weekly team meetings and provides weekly program update and movement plan to logistics.
  • Manages the coordination with administration and logistics

Project Management

  • Develop, implement and monitors the projects in accordance with multiple objectives, activities and targets outlined within current donor proposals (if any) and in line with projects’ budgets.
  • Ensure that activities are appropriately monitored and evaluated.
  • Conduct initial and regular assessments of each project and activities’ impact.
  • Manages the budget with supervision from the Country Director.
  • Manages the budget forecast and follows up on expenditures related to the project on a monthly basis with admin, supervised by the Country Director.
  • Prepares timely purchase requests in line with each project needs.
  • Supports required actions by the administration related to team management and supervision.
  • Identifies logistic and admin support needs related to the and communicates these to the Country Director and log/admin support person.

Technical competences

  • General understanding of humanitarian works, including:
  • Education programming
  • Food security / Livelihood / Agricultural support
  • Legal Assistance

Project Strategy and planning

  • In collaboration with the Country Director, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision
  • Participates in all assessments.
  • Guide the implementation of the project and the methods of follow-up; Liaise with all internal and external counterparts of the project;
  • Assess the activities undertaken and ensure efficient use of resources;
  • Participates in the review of the strategy for HEKS/EPER in Iraq if requested.

Database

  • Designs and oversees the implementation of a database tool (in coordination with data clerk)
  • Ensures correct data protection procedures and filing.

Capacity building

  • Ensure up to date training and information provided to the team.
  • Coordinates the capacity building support to the team, relevant local authorities, and community workers in areas and community groups, as required by each project.
  • Provide technical support to team members as needed.

Coordination

  • Works in close collaboration and consultation with the Country Director.
  • Works in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives in emergency areas and neighboring locations.
  • Coordinate with support team as necessary.

Representation

  • Represents HEKS/EPER in meetings held at community and location level.
  • Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership.
  • The program officer is expected to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of HEKS/EPER’s mandate, ethics, values and standpoint with regard to other actors.

Reporting and quality control

  • Ensures a bi-monthly data analysis reports are submitted.
  • Ensures weekly updates of each project are handed over to the Country Director
  • Before taking leave or on completion of the assignment, submits handover notes.

Others

  • Undertake all other duties that may be determined by the Country Director and that are compatible with the job.
  • Maintain and ensure a culture of strict confidentiality – inter HEKS/EPER staff and between HEKS/EPER staff and non HEKS/EPER employees.

Qualifications & Preferred Skills

Job requirements:

Knowledge:

  • Professional diploma or university degree in a related field (Agriculture, education…).
  • Minimum 3-year experience as an officer in a humanitarian/development program.
  • Experience in using MS Excel, MS Office and MS PowerPoint is essential
  • Previous experience with an NGO is needed.
  • Previous experience in emergency response is appreciated.
  • Previous experience working in complex and volatile contexts
  • Experience conducting beneficiary identification, verification and registration
  • Experience conducting focus groups, questionnaires, and surveys

Skills:

  • Required qualities: organized, sense of human relations, diplomacy, communication skills.
  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.

Languages:

  • Fluent in English (written and spoken) and Arabic, Turkmen and Kurdish are desirable.
    Knowledge of the Iraq context would be a distinct advantage.
