The Position:


Under the overall guidance of the UNFPA Head of Office and direct supervision of the GBV Programme Specialist, you will support quality implementation of UNFPA Reproductive Health (RH) and Gender-Based Violence (GBV) programming in Northwest Syria, through contributing to the implementation of the monitoring and evaluation strategy, resource mobilization plan, as well as internal and external reporting and communication.

To this end, you will be required to develop strong, collaborative, efficient relationships with a variety of internal and external actors. Internal contacts include Representative, Deputy Representative, Head of Office, GBV Specialist, RH Specialist, Program Specialist, Finance Analyst, Data Analyst, Humanitarian Logistics Supply Associate, as well as WoS Resource mobilization Team, and Global Advisors at HQ. External partners include implementing partners, other UN agencies and donors.

You will report to the UNFPA GBV Programme Specialist.

Main Tasks & Responsibilities

Job Purpose:

You will lead the donor proposals and reporting, as well as ensure quality of the monitoring and evaluation efforts, including through the “Third Party Monitoring” (TPM) system. In addition, you will take active part to the inter-agency cross-border missions to Northwest Syria, visit funded projects, meet beneficiaries and field-based partners’ staff, and ensure direct monitoring of UNFPA supported interventions. Finally, your duties will include the internal reporting and communication products.

You would be responsible for:

  1. Program Development Support
  • Lead on the preparation of donor proposals.
  • Act as main focal point ensuring Accountability to Affected People (AAP), including through TPM and other relevant monitoring modalities.
  • Review the monitoring reports, in collaboration with the UNFPA GBV and RH Specialists.
  • Participate in inter-agency cross-border missions to ensure direct monitoring of UNFPA funded projects.
  • Collect lessons learned and good practices from all programmatic areas to document UNFPA knowledge management products.
  • Oversee other special projects as needed.

 

  1. Reporting
  • Lead on the preparation of quarterly, mid-term and annual donor reports for UNFPA Programme in Northwest Syria.
  • Prepare monthly UNFPA SitReps.
  • Prepare ad-hoc donor programme updates and emergency SitReps.

 

  1. Knowledge Sharing and Communications
  • Assist the Office and UNFPA Implementing Partners (IPs) in developing an external communication strategy (including on social media) and relevant products.
  • Assist in enhancing the visibility of UNFPA and IPs work in Northwest Syria through social media platforms.
  • Ensure appropriate knowledge sharing with donors and with all strategic partners is effectively promoted.
  • Ensure gender and sex aggregated data and inputs relevant to UNFPA program are provided.
  • Ensure effective communication and networking through partnership and collaboration.

 

Qualifications and Experience

Qualifications and Experience:

Education: 

  • Advanced degree (master’s degree or equivalent) in international relations/development, gender studies, peace and security, human rights and humanitarian law, social anthropology, communication or related fields;

Knowledge and Experience:

  • Five years of progressively responsible international professional experience with a minimum of 2 years of experience in humanitarian and relief operations.
  • Consolidated experience in proposal writing and donor reporting.
  • Experience in GBV and RH programming and monitoring in the context of emergency response is essential.
  • Experience in GBV and RH programming and monitoring in the context of emergency response is essential.
  • Previous experience with UNFPA is an asset.
  • Contextual knowledge of Syria, in particular Northwest Syria is an asset.
  • Knowledge on Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases.

Languages:

  • Fluency in written and spoken English is required.
  • Good working knowledge in Arabic is an asset.
