General context of the project
The program aims to address the humanitarian needs of the most vulnerable conflict-affected population in Ninewa Governorate, through a specific integrated protection, health and education response, which provides essential and quality life-saving services. The program is constituted by several projects funded by different donors and focused on different sectors and subsectors. Specifically, it aims to improve access to Protection Monitoring and persons of concern profiling, Case Management – including Gender Based Violence (GBV) and Child Protection, Legal counselling and assistance – including court representation, Psycho-social support – group and individual sessions in Mosul, IDP camps, Hatra, Telafar, Sinjar, Ba’aj. INTERSOS is supporting the primary health care system in the governorate since 2018 through small-scale rehabilitation of PHCC, including maternity rooms and emergency rooms, provision of medical equipment, consumable and pharmaceutical, awareness raising at community level and capacity building for health personnel. In Education, INTERSOS supported the formal and non-formal system in camp settings, urban and rural areas, including school rehabilitation, provision of teaching and learning materials, follow up on out-of-school children, community engagement and training for school personnel.
The activities are implemented in community support centers, schools, health facilities, mobile units that reach remote villages of the mentioned districts.
General purpose of the position
In close collaboration with the Coordination team, define and plan program objectives and priorities, identify humanitarian needs, analyse context and humanitarian issues at stake, risks and constraints, and calculate human resource and financial needs for project implementation. In close collaboration with Head of Mission, Country Programme Coordinator, relevant Program Managers and the Technical Coordinators (Protection, Education, Medical), contribute to strong external and internal representation in order to efficiently ensure programmatic goals and improve the targeted population’s humanitarian situation.
Main responsibilities and tasks
o Represent INTERSOS within the context of its Ninewa programme, including participating in technical coordination meetings, cluster meetings and working groups; in consultation with the Operations Manager as well as the Country Programme Coordinator and other Coordination staff, develop institutional contacts with local government and national partners at project’s level (civil society, civil and military authorities, NGOs, nonstate actors, cluster focal points, government ministries, UN agencies and donors, etc.) to facilitate the implementation of INTERSOS ’s programmes.
o Monitor the political and humanitarian situation in the region in order to evaluate needs, identify associated risks and constraints, define priorities and projects goals, and assess HR and budget resources needed.
o Propose and carry out exploratory missions and rapid assessment related to INTERSOS strategy in the region and elsewhere in the country if required, in order to better comprehend context, priorities, constraints and needs and to contribute to designing new project proposals.
o Regularly update project activities work-plans and financial plans, ensuring timely and quality implementation in compliance with INTERSOS and donor guidelines and in line with the project and mission strategies.
o Steer and supervise the implementation, monitoring and evaluation of the programmes in collaboration with the programme and MEAL teams; monitor the project implementation time and the target achievement rates; detect any risk or threats to project achievements and propose corrections.
o Provide updates to the SMT on the projects progress and make recommendations for necessary actions if required.
o Elaborate the institutional memory of projects, including by maintaining and archiving project documents and progress reports.
o In coordination with the HR department and relevant Coordinators, plan and organise the staff organizational charts, assign tasks among the programme teams; keep relevant colleagues informed of issues linked to the project through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the goals.
o Act as a conduit of information between the field team and the SMT, ensuring good communication and information flow while ensuring confidentiality and full compliance with security rules.
o Contribute to ensuring staff strictly follow safety and security protocols in the field, in coordination with the security department, HR department and other relevant departments; promptly report any security concerns or incidents to the relevant security staff and Head of Mission; make recommendations on security gaps, needs or implementation of policies.
o Contribute to ensuring, in close collaboration with the HR department, the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, staff’s development and internal communication) in the field.
o Ensure that the project staff, with the support of key protection staff, are duly trained on INTERSOS PSEA/CP Policies, and that the PSEA/CP Policies are fully implemented in the area of responsibility.
o Ensure that programme staff respect INTERSOS rules and regulations and adhere to INTERSOS’ Charter, Code of Ethics, PSEA and CP Policies; support the communication of such policies to communities, authorities and other stakeholders.
o In coordination with the HR department and relevant managers, identify training needs, build the capacity, and coordinate and motivate the programme staff; provide ad hoc training sessions and on-the-job training, individual follow up and coaching; carry out evaluations of team members and lead internal communication initiatives in order to facilitate their professional development.
o Act as budget holder for projects; constantly monitor financial expenditures; monitor and supervise procurement (in coordination with logistics and other relevant departments), in order to ensure efficiency and early detect deviations and its causes.
o Produce monthly internal reports as well as mid-term and final reports according to donors rules and regulations and the INTERSOS Project Appraisal Tool, ensuring accuracy of the data and timely submission.
o Conduct regular field visits to project locations to ensure the quality of the intervention in compliance with the internal and donors’ standards.
o Ensure close coordination with the other Program Managers and Technical Coordinators deployed in the mission, in order to ensure consistency and harmonization of modalities of implementation, tools, approaches etc.
Required profile and experience
Education
Master degree in International Development, Political Science or similar
Professional Experience
Minimum 4 years relevant work experience in the humanitarian sector, preferably in fragile and unstable environments. Previous experience in durable solutions is preferable**
