CMN is a department of the Centre for International Law Research and Policy (CILRAP), an international non- profit organisation, registered in Belgium. CMN seeks to support national and international actors, who work on criminal accountability for core international crimes and serious human rights violations, by providing access to databases, legal information and expert legal advice.

Purpose of the role

The Project Coordinator will form part of a core team responsible for the customization of the Investigation Documentation System (I-DOC), an open-source evidence-management and analytical system, to the specific factual, legal, linguistic and security context of the Kurdistan Region of Iraq (KRI), and its implementation within a KRI-based partner.  The successful candidate will work in English and Arabic to coordinate the prompt and efficient delivery of project activities and outputs. Working alongside a diverse range of professions, the successful candidate will have at least 2 years of experience in coordinating projects related to justice and  accountability in the KRI or the MENA region.

Main responsibilities and duties

The Coordinator will work under the supervision of the CMN Director and alongside a small team of legal and technical experts, a finance officer and the partner Focal Point. 

  • Project coordination – ensure high quality implementation of project activities in line with objectives, targets, timeframes as well as donor requirements, institutional policies and SOPs;
  • General coordination – facilitate day-to-day coordination and communication between CMN project team and all relevant units and personnel from the project partner with diplomacy, tact and efficiency, liaise and collaborate with relevant local authorities and other key stakeholders and contribute to the development and implementation of communication and coordination strategy.
  • Monitoring and evaluation – ensure that reporting tools are maintained and completed promptly, according to agreed timeframes; assess and verify data; follow mitigation plan for under-performing targets in agreement with project leadership; implement risk management plan including monitoring, regular assessments and mitigation;
  • Budget and finance – conduct all budget and finance activities in line with project budget and policies, including to provide information needed for monthly budget plan; complete field reports and all supporting information, invoices or receipts with accuracy and timeliness;
  • Reporting – prepare monthly activity reports, donor reports or other documentation required by donor or CMN;
  • Training and mentoring – ensure smooth running of training and mentoring sessions, including local travel and accommodation, venue (physical or virtual), equipment and materials, communication with training cohort, ensuring training feedback and evaluation is completed.

Qualifications & Preferred Skills

Qualifications, skills and experiences

  • University degree in international relations, economics, business management or other relevant field.
  • A minimum of 3 years of professional experience in implementing donor projects within development/ humanitarian/ international law or investigative settings;
  • Demonstrated knowledge and understanding of Iraqi and Kurdistan Region of Iraq’s (KRI) government departments and systems, as well as international and local NGOs, the UN
  • Demonstrated success in project coordination, including budgets, partner engagement, program monitoring and evaluation, report writing (in English);
  • Proven ability to calmly, professionally, and successfully manage multiple priorities
  • Knowledge and understanding of M&E concepts
  • Excellent Microsoft Office skills, particularly Word, PowerPoint, Excel; collaborative work styles and platforms;
  • Languages: Arabic (C1) and English (C2) are essential: Kurdish is desirable.
