Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2019, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.
TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs. Following a 2-year project to build the capacity of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq, the present project has been designed to continue the strengthening of the child protection services provision (notably of case management) in KR-I and Federal Iraq by continuing to reinforcing the capacities of government and non-governmental social workers and NGOs in all governorates of KR-I, Ninewa and 9 governorates in the Centre and South of Federal Iraq.
SUMMARY OF THE PROJECT:
This 10 months’ project aims at improving of the quality of available health, mental health and child protection services in Halabja hospital for victims of chemical weapons. To achieve the specific objective, TGH will focus on three components: the teams will provide capacity building and material support to Halabja’s hospital for the treatment of victims of chemical weapons. TGH will also support the mental health department materially and technically through the project. The last component of the project will also be the strengthening of the coordination between the hospital mental health department and DoSA in Halabja.
This means that the proposed intervention will increase resources and support by providing punctual but also sustainable assistance to mental health services, emphasizing on services provided to children. TGH will also provide financial support to DoSA social workers as well as material support and establish coordination mechanisms to reinforce the link between Halabja’s hospital and these social workers. Finally, TGH will support the implementation of mental health services, including MHPSS ones in Halabja’s hospital, to ensure that patients, including children, have access to complete and quality care.
RESPONSABILITIES
Under the supervision of the Program Coordinator, the Project Manager will be responsible for:
Responsibility 1: Implementation and monitoring of the project
Responsibility 2: Management of the program team at field level
Responsibility 3: Follow-up and capacity building of the team and supervisors
Responsibility 4: Answering to logistic and administrative needs
Responsibility 5: Reporting, planning and communication
Responsibility 6: Translation
TASKS:
Responsibility 1: Implementation and monitoring of the project
Task 1 – Define the action plan, including setting the objective, and activity timetable in order to achieve the project results and follow up.
Task 2 – Prepare weekly work plans and follow up on the progress
Task 3 – Ensure the quality of the project through reporting follow up, results and context monitoring, lessons learned and knowledge management, tools development and trainings with the trainers and coaches
Task 4 – Together with the team, set objectives, specific and general indicators in order to assess and monitor the impact of the project and to reshape them if necessary.
Task 5 – Participate in internal meetings with the team
Task 6 – Supervise the implementation of the different activities
Task 7 – Ensure that the monitoring and evaluation tools are used properly by the teams, and organize trainings if needed
Task 8 – If needed, develop new monitoring and evaluation tools and reporting templates for protection activities with the support of the Program coordinator.
Task 9 – Identify and share with the Program Coordinator any technical problems faced, potential risks and proposed solutions.
Responsibility 2: Management of the program team at field level
Task 1 – Supervise and follow the teams according to the daily / weekly tasks and staff planning.
Task 2 – Work closely with the Program coordinator to provide trainings, on-job recommendation and capacity building sessions to the team.
Task 3 – Organize regular meetings with team leaders and field staff.
Task 5 – Ensure that all staff respect confidentiality, security rules and follow TGH ethical guidelines and TGH code of conduct.
Task 6 – Provide technical support to the teams in collaboration with the technical support team.
Task 7 – Ensure the organization of conducting performance evaluations of the staff and support them to set objectives.
Task 8 – Ensure the team well-being.
Responsibility 3: Follow-up and capacity building of the team and supervisors
Task 1 – Organize regular meetings with the team and identify needs in capacity building.
Task 2 – Make sure that the information needed is shared on due time (Activity reports, minutes of the meetings and data on beneficiaries/activities…).
Responsibility 4: Answering to logistic and administrative needs
Task 1 – Make sure that logistical, administrative and financial procedures linked to programme implementation are followed. Alert the Program Coordinator if gaps are observed to take corrective actions.
Task 2 – Follow up and ensure that all administrative documents of all staff members are handed over on due time.
Task 3 – Collect weekly the logistic needs and prepare the PSRs when requested.
Task 4 – Participate in logistic plan: team needs, manage field expenses, inventories…etc
Task 5 – Ensure that the teams are regularly up to date with administrative requirements (leaves, …)
Task 6 – Follow up the HR issues and report it directly to the Admin department.
Responsibility 5: Reporting, planning and communication
Task 1 – Report on a weekly basis to the Program Coordinator
Task 2– Collect data/reports from Team Leaders and field staff.
Task 3 – Ensure the accuracy of data in coordination with the team
Task 4 – Write activity reports
Task 5- Write the intermediate and final reports as well as new proposal for donors on child protection programs in collaboration with the Program Coordinator and Grants Officer.
Task 6 – Participate in writing articles, taking pictures, creating communication tools for the donor or HQ.
Task 7 – Participate in meetings, working groups and clusters
Task 8 – Write the minutes of meetings when needed
Task 9 – Maintain regular contact with local authorities
Responsibility 6: Translation
Task 1 – Provide translation, oral and written in Arabic and English as required
At least one experience in the field as Project Manager in protection/PSS activities
Familiar with the area of intervention
Strong management skills in a multicultural environment
Strong communication, analysis and reporting skills
Willingness to work in complex and volatile environments
Ability to work efficiently under pressure
Strong knowledge of project cycle management and tools
Knowledge of legal assistance
Fluent English and Kurdish; Arabic a strong asset
Computer skills (including Excel and Word)

We require candidate with minimum Two Years Child Protection professional experience.
