Project Officer- Engineer

  • The Project Officer will spend their time working in Diyala Governorate in a technical role. The Project officer will focus primarily on water sources and community infrastructure in the conflict affected people’s locations and need to be flexible to support the hygiene programs.
  • Preparing bill of quantities for designing, maintaining and rehabilitation of water sources and schemes and community assets
  • Assessment of water and sanitation needs, available resources and the capacity of existing systems for conflict affected people’s settlements.
  • Consulting with community representatives (including women) about access, design and management of water systems and sanitation facilities, as well as hygiene promotion needs.
  • Assisting with operation of the water supply system ensuring that beneficiaries have sufficient water.
  • Monitoring water quality when needed.
  • Design and implement sanitation systems for latrines, liquid and solid wastes, other community facilities, including drainage and vector control.
  • Set up maintenance systems, train staff and arrange repairs pipe networks, drainage systems and sanitation facilities
  • Liaise with the Health team in providing support for hygiene campaigns and working together to improve community ownership and engagement.
  • To participate in the need assessment to identify the most vulnerable households in Diyala to be supported with WASH activities
  • To work closely with the Project Coordinator in planning for the project activities and share regular plan with project manager and Head of Programs as per request. 
  • Develop an implementation plan and ensure the effective tracking of the project
  • Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach
  • To develop progress reports based on monitoring plan and Log frame
  • Coordinate with the stakeholders for the success of the project and attend meeting and cluster meetings when needed to represent the organization  
  • Conduct regular visits to the field for project activities implementation
  • Conduct regular follow-up and with the project beneficiaries’ activities 
  • Conduct regular field visit to monitor project progress identify problem and recommend solution
  • Participate in need assessment and feedback to the project management and data collection
  • Prepare reports on weekly, monthly, quarterly and Annually basis
  • Perform assigned related task by the project management
  • Minimum of Bachelor Degree in Civil or construction Engineering, Development studies or related field
  • 3–5-year experience in the field of WASH infrastructure construction and rehabilitation working with INGOs/NGOs
  • Previous experience working in the same field is an advantage
  • Extensive experience in working for NGO or INGOs on Development fields with a minimum of three years of relevant experience
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
  • English & Arabic language proficiency (speaking, reading, writing).
  • Good writing and reporting skills
  • Ability to multi-task and meet deadlines
  • Proficiency in computer applications (MS Word, Excel, Power point)
