Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2019, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.

 

TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs. Following a 3-year project to build the capacity of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq, the present project has been designed to continue the strengthening of the child protection services provision (notably of case management) in KR-I and Federal Iraq by continuing to reinforcing the capacities of government and non-governmental social workers and NGOs in all governorates of KR-I, Ninewa and 10 governorates in the Centre and South of Federal Iraq..

JO OBJECTIVE :

The PSS Capacity Development Officer as part of a Capacity Development team contributes to the strengthening of the capacity of the Ministry of Labour and Social Affairs (MoLSA), Directorate of Reformatory, and the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA  in the provision of Case Management and Child Protection. The PSS Capacity Development Officer will be responsible for technically supporting the translation of structured PSS Toolkits, for conducting and monitoring ToT refresher training on structured PSS toolkits,  for carrying out technical observation of implementation of harmonized translated structured PSS toolkits, and for technical supervision of PSS CDCs. He/she is expected with the management team and PU to ensure that the objectives are successfully achieved, with frequent visits to the five locations to ensure high quality project implementation.  

She/He is under the supervision of the Deputy and will work closely with the Child Protection Unit (PU), especially with the Protection Technical Advisor.

Tasks and responsibilities

Under the supervision of the Deputy Project Manager in cooperation with the Protection Technical Advisor will be responsible for:

 

Responsibility 1: Capacity Development activities

Task 1- Oversee the translation of identified Structured PSS toolkits and guidance to Kurdish

  • Coordinate with translator to ensure the timely translation of toolkits and their guidance notes
  • Review all translation to ensure it corresponds to appropriate terminology vis-à-vis humanitarian PSS implementation

Task 2- Provision of refresher ToT on Structured PSS Toolkits

  • Lead on the revision of training materials and facilitation of 3 days refresher training with support of the PU and Capacity Development Management Team.
    • With support from the PU and Capacity Development Team Management Team, develop and facilitate Structured PSS ToT refresher training for DoSA PSS Facilitators, incorporating identified structured PSS toolkits in training materials
    • Attend external PSS trainings and other relevant trainings and disseminate learning to the DoSA PSS facilitators.

    Task 3- Technical support, follow up and guidance of the PSS CDCs and PSS facilitators:

    • Provide technical supervision to PSS CDCs coaching DoSA PSS facilitators on Structured and non-structured PSS Programs.
    • Conduct an evaluation of DoSA’s ongoing PSS activities in KRI as well as the needs and gaps in DoSA’s areas of intervention, including facilitation of workshops with DoSA PSS facilitators already implementing structured PSS to ensure a participatory approach. Provide detailed recommendations for the project development.
    • Undertake technical assessment of current DoSA PSS staff and teams. With support from TGH’s Child Protection Unit and Capacity Development Management Team, prepare structured capacity development plan for DoSA staff
    • With support from Capacity Development Management Team and PU, develop monitoring tools for technical observation of DoSA PSS facilitators
    • Provide PSS technical observation, feedback and guidance to the DoSA structured PSS ToT training recipients implementing structured PSS activities for children.
    • Support recipients of technical observation to understand how to conduct technical observation in order to be able to provide Peer-to-Peer support for other DoSA PSS facilitators in future
    • Work with Capacity Development teams to organize and co-facilitate regular exchange of experience sessions with the partners (practice analysis sessions, peer-to-peer groups, workshops) on the selection of the structured PSS toolkits.
    • With support from the PU and Capacity Development Management Team, contribute to the development of a Community Based Approach in Child Protection Manual KR-I
    • With support from PU and Capacity Development Team, develop the coaching tools for PSS CDCs and provide technical supervision of implementation of tools.

    Task 4- Participate in DoSA PSS capitalization plan

    • In close collaboration with the PTA and other CPO, participate in developing new tools, training packages and guidelines such as TGH Case Management SOP or adapt/improve the existing ones.
    • Actively participate in DoSA workshops on PSS issues in all locations and exchange of experiences.
    • in Collaboration with CDOs and Child Protection Technical Advisor, taking part of DoSA capitalization annual plan and developing new PSS guidelines, tools and activities
    • Responsibility 2: Internal and External Coordination

      Task 1- Represent TGH at all appropriate cluster meetings as and when requested (CPWG, PSS Taskforce, etc.), ensuring information is shared with the Capacity Development Management Team in a timely manner

      Task 2- Participate in internal meetings, sharing updates from implementation of PSS capacity development activities, including challenges and difficulties as well as proposed solutions

      Task 3- When requested, participate in coordination meetings with DoSA/MoLSA in partnership with Capacity Development Management Team

      Task 4- Collaborate closely with the PU and Capacity Development Management team on a weekly basis to ensure the timely roll-out of all activities and the effective development of relevant tools and training packages

      Responsibility 3: Reporting

      Task 1- Formally report on a monthly basis and informally at least weekly and as needed on the progress, challenges and needs of DoSA staff on a monthly basis to the Deputy and PM.

      Task 2– In collaboration with the CDOs, report the success stories to the Deputy and PM on a regular basis.

      Task 3 – Participate in evaluation and impact assessments of implementation of structured PSS activities

      Task 4– Organize regular meetings with DoSA PSS Workers to identify training needs and get regular feedback from the field.

       

      Responsibility 4: Human Resources 

      Task 1- Provide as needed technical support to the PSS CDCs on coaching PSS facilitators and CDOs, and communicate their needs and challenges through reporting and day-to-day communication with the PU and Capacity Development Management Team.

      Task 2- Support the PU as needed to provide technical observation and support to Capacity Development Officers and Coaches

    • Task 3- Maintain   open   and   professional   relations   with   team   members, promoting   a   strong   team   spirit   and providing oversight and guidance to the capacity development team. 

      Responsibility 5: Logistics and administration

       Task 1- Participate in the organization of trainings, meetings, peer-to-peer discussions and workshops (printing of the materials, availability of the equipment, booking of the meeting room and catering, etc.)

      Task 2- Translate resources and communication documents from Arabic/Kurdish to English and vice versa.

      Responsibility 6: Participate in the development of new projects

      Participate in the needs assessments for new projects, when requested.

        

      This list is not exhaustive and other tasks may be requested as the supervisor may judge necessary.

 

 

  • Significant professional experience, at least 2 years of working at a senior level in PSS for international NGOs, or UN
  • Degree in Psychology, Sociology or Social Work is required
  • Proven experience of working in capacity development is a strong asset
  • Proven experience in the direct or technical supervision of staff
  • Proven experience of development and facilitation of trainings
  • Strong knowledge on Child Protection, Structured PSS toolkits (Little Fellow, Adolescent Girls, Child Resilience and Youth Resilience Toolkits) and PSS concepts and tools
  • Knowledge on the Ministry of Labor and Social Affairs (MoLSA) and of the Directorate of social care (DoSA) is an asset.
  • Strong capacity to work without constant supervision.
  • Patient and strong communication and social skills to establish trusting relationships with the teams and partners.
  • Strong Computer skills (MS Office).
  • Strong organizational and reporting skills.
  • Very proactive, positive and flexible.
  • Strongly motivated by and committed to humanitarian work and capacity building activities.
  • Readiness to travel to all KR-I governorates.

Languages: Mandatory: Fluency in written and spoken Kurdish, Arabic and English
