PUI in IRAQ

Present in Iraq since 1983 through Aide Médicale Internationale (AMI), and since 1997 through Première Urgence (PU), PUI (Première Urgence Internationale) brings help to vulnerable refugees, displaced persons as well as host communities (to avoid marginalization when the pressure on available resources becomes unbearable), in order to improve their living conditions and reinforce their resilience to enable them to regain dignity and autonomy. PUI’s objective in Iraq is to provide a humanitarian response to needs arising from movements of population through actions aimed at reinforcing the existing Health system, and providing Mental Health Psychosocial Support to the people in need, but also at providing access to Shelter, to drinking Water, Hygiene and Sanitation. Given the scale of the crisis and the needs observed, PUI emphasizes multiple sectoral interventions and develops as much as possible an integrated approach, keeping health the core sector of its intervention.

Job Description 

Overall Objective: 

The Information Management Officer provides general data management and reporting support to the programme departments.  The aim of the position is to ensure high standards of accountability and visibility on project progress and enable proper centralization of data relating to the project activities. The position will support all members of the programme team through provision of relevant data, whilst at the same time collecting and storing data and records and providing regular reports to the MEAL Manager and Deputy Area Coordinator for Programmes as required.  He/she will work closely with the MEAL Coordinator to develop appropriate tools and systems for Central and South Iraq (CSI) bases, and ensure they are adapted to their needs. He/she will provide on-the-job and formal training to build the capacity of CSI staff in data collection and management, to ensure that staff have the necessary skills and knowledge to perform their roles correctly. 

S/he works under the supervision of the Central and South Iraq (CSI) MEAL Manager and with the technical support of the MEAL Coordinator.

 

Responsibilities and scope of duties

–              Information management: Develop, improve and extend the Information Management System (IMS)

–              Reporting: Development of relevant data analysis and reports as required

–              Quality management: Ensuring the quality and accuracy of data

–              Accountability:  Ensuring the proper centralised storage and accessibility of programme data for audition and reporting purposes 

–              Capacity building: Train PUI – CSI programme team on data collection and management

–              Logistical support: IT support to department and referral of ongoing/ unsolved problems

Specific goals and related activities

  1. Information Management Systems Development and Management

–              Enhance the current IMS in place and support the roll-out and development of new databases in collaboration with the Programmes and MEAL Team.

–              Propose solutions to improve the current Health Information System and switch to a better and more stable system.

–              Rollout and follow-up on the new IMS for the MHPSS activities

–              Improve the Information Management processes in order to increase accuracy and/or simplify/streamline activities.

–              Ensure data confidentiality and protection, following specific recommendation of the Projects and MEAL Manager.

–              Support the MEAL Team in daily activities such as development of forms and survey databases as needed.

  1. Archiving

–              Ensure proper and regular back-up of programmes data in coordination with the Programme team.

  1. Internal and external reporting

–              Ensure high quality and timely external reporting, including but not limited to Activity Info.

–              Support the Programme team in data analysis for project proposals and internal reports.

–              Provide specific data and produce data analysis across different departments as per request of the Deputy Area Coordinator/Area Coordinator.

–              Contribute to improve and automate the reporting process (PMTs)

  1. Capacity Building

–              Train PUI Programmes and MEAL staff to properly use the Information Management System in place.

–              Develop SOP and training material to support the capacity building activities.

–              When needed, conduct training for the Primary Health Care facilities staffs in charge of the data entry, to ensure accurate reporting.

  1. IT Support

–              Provide IT support at CSI level, trouble-shooting problems with software and databases (excluding hardware faults) 

–              Report ongoing/unsolved IT problems to the Log Department

  1. Transversal

–              Comply with PUI security protocol and Code of Conduct in the field

–              Actively participate in relevant learning, MEAL, strategic or programs workshops and meetings;

University degree or Technical diploma in an Information Management / Computing related field.

 

Professional experience

At least 2 years of experience in Information Managements (including, database design and management) preferably with humanitarian organizations / NGOs.

 

Knowledge

Strong knowledge of MS office package, mainly Excel and Access and ODK

Good experience in data presentation/visualization using charts

Good knowledge of database languages (python, MS-SQL etc);

Computer software troubleshooting and configuration;

Software installation;

 

 

Languages

Fluent in English and Arabic, (speaking/reading/writing)
