Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. For over 75 years, we have offered lifesaving care and life changing assistance to refugees forced to flee from war, persecution or natural disaster. The IRC works in 24 U.S. cities, including Elizabeth, New Jersey offering case management, economic empowerment services, immigration legal services and education opportunities for youth and adult refugees and other humanitarian entrants who have been granted sanctuary in the United States.

Job Overview/Summary: The RCA Assistant is a full-time position in the Elizabeth, New Jersey office that implements Refugee Cash Assistance (RCA) benefits and services. The Assistant screens and assesses newly arrived refugees, asylees and other qualifying entrants to determine enrollment into RCA program, in consultation with supervisors, and administers cash benefits to clients enrolled in the RCA program, ensuring compliance with program requirements.

Major Responsibilities: Responsibilities include but are not limited to:

Conduct intakes with refugees, asylees, parolees and other ORR-eligible populations, including verification of immigration status and confirmation of eligibility for RCA benefits.

Provide direct services to RCA clients through orientations, enrollments, service plan development, administering cash assistance, and providing monthly contact with resettlement and employment services agencies.

Connect RCA clients with case management services.

Ensure program compliance as outlined in the Refugee Cash Assistance contract with NJOR.

Coordinate closely with caseworkers and employment specialists to monitor client participation in employment services and English language training; make determinations regarding cash grant continuation and termination.

Record all services in Efforts to Outcomes (ETO) database and relevant reports for RCA

Ensure RCA benefits are accurately reported to county boards of social services

Ensure timely and accurate compliance to all reporting requirements.

Other duties as assigned.

  • Position Reports to: Acting Refugee Cash Assistance Coordinator
  • Position directly supervises: Interns and volunteers
  • Indirect Reporting: Economic Empowerment Supervisor

Other Internal and/or external contacts:
Internal: Resettlement Caseworkers and Employment Specialists

External: Local area employers, local community-based organizations and workforce development centers, county boards of social services, NJ Office for Refugees

Qualifications

Job Requirements:
Education: Undergraduate degree strongly preferred.

Work Experience: At least one year experience working with immigrants or refugees, preferably in a workforce development context.

Demonstrated Skills and Competencies:

  • Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
  • Strong organizational skills with proven attention to detail.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Proven ability to contribute both independently and as a key team member.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook)
  • Ability to travel regularly throughout Northern New Jersey (preferably by car, but public transportation acceptable).

Language Skills: Fluent in English, both spoken and written; bilingual ability required, preferably in Spanish, Arabic, Dari/Farsi and/or Pashto.

Working Environment: Standard office work environment, along with some field work, including visits to employers, client homes and other community-based partners. Car preferred, but field work is able to be completed via public transportation.
