Context

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association implements an average of 180 projects per year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of Infrastructure, Water, Sanitation, Hygiene and Economic Recovery. Job description

 

Overall objectives

 

 

The project:

 

General objective:

To contribute to strengthen the access to basic services to the protracted IDPs unable returning to their area of origin, living in informal settlements of Latifyah in Baghdad governorate.

 

Specific objective/Outcomes:

To improve living conditions and access to clean water, safe sanitation, safe health structure and safe and protected learning environment of vulnerable IDPs of Latifyah

 

Project expected results:

–          Access to safe education facilities in Latifyah Informal settlements

–          Access to sufficient and safe water, hygiene and sanitation at households (HH) and community level (PHCC) in Latifyah Informal settlements

–          Increased awareness and safe hygiene practices among IDPs living in informal settlements

Overall objective of the position:

 

Rehabilitation and WASH Officer is responsible for effectively, and efficiently lead WASH and Shelter project under FAP grant. This will include authority engagement, community mobilization assessment, implementation, monitoring & supervision of integrated WASH and Shelter intervention to ensure effective contribution to live saving and recovery of the affected population. This will entail ensuring communities participate and are empowered for management and sustaining WASH facilities and safe hygiene promotion as per Humanitarian and PUI standards.

 

Responsibilities and scope of duties

 IMPLEMENTATION OF WASH & SHELTER  PROGRAM

The Infrastructure rehabilitation Officer will be responsibilities for rehabilitation and WASH activities. This will entails:   

–          Organize and lead participate needs and technical assessment of WASH and Shelter facilities through appropriate methods individual/household interview, Key Informant Interviews, focus group discussion, community meetings, and other community mobilization activities

–          Working together with the community key persons organize community support groups for vulnerable persons

–          Mobilization and facilitating the engagements of local authorities, communities and relevant stakeholders during planning and development meetings, workshops and seminars.

–          developing integrated messaging around project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents and supervise Wash/Shelter Assistants in the delivery of such messaging to beneficiaries and stakeholders

–          Assist the Wash and Shelter coordinator to develop appropriate tool to implement various project modalities such as contractor driven, community driven, owner driven, tenant driven or mixed modality

–          Support the collection and documentation of impact and success stories on monthly and quarterly,

–          Design and supervision of construction or rehabilitation of WASH and Shelter facilities (water supply, water treatment, water sources, water reservoir, sanitation facilities, and safe hygiene facilities).

–          Technical training of community volunteers, members of WASH and shelter committees, governmental staff

–          Preparation of drawings, technical specifications and BoQs for all type of WASH and Shelter Infrastructure.

–          In collaboration with the Wash and Shelter Coordinator, prepare procurement Requests and files as per PUI policies and procedures

–          Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of WASH and Shelter activities.

–          ensure that completion certificates are signed for all completed and handed over to beneficiaries and relevant government authorities where applicable

–          Work with community mobilisers to plan and support safe hygiene and Covid-19 prevention awareness campaign in collaboration with opinion leaders through group sessions with both community representatives  and health professionals, door-to-door visiting, distribution of IEC materials and hygiene kits,

–          Identify capacity building needs of beneficiaries, develop and undertake sensitization/mobilization activities and trainings.

–          Participate and contribute in  WASH and Shelter project review meetings and regular stakeholder’s meetings happening in the area program

MONITORING AND QUALITY ASSURANCE

 

–          Ensure that infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by PUI through quality checklists. 

–          Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed.

–          Weekly (or each time when necessary) written and oral report to line manager.

–          Preparation and sharing of feasibility and technical reports with public health engineer.

–          Ensure the quality and quantity of materials delivered to construction sites and maintaining proper record.

–          Ensure all safety measures are taken at site during construction work to avoid any incident.

–          Organize regular monitoring visits supporting Wash and Shelter Assistants during and post-project implementation and regularly visit implementation sites to monitor and document day-to-day works and lessons learned

–          Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas.

–          Work with other team members (Health, MHPSS, Emergency Livelihood & protection) working in the same communities, to ensure the integration and complementary of the different sector of the intervention.

–          Ensure the integration of aspect related to gender, protection, HIV, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially women, children, elderly and disabled people.

 

OTHER

–          Networking: Facilitate networking relationships and participation with wide stakeholders such as government, opinion leaders and other key partners at local level such as NGOs, CBOs,

–          Foster partnership with local institution in environmental conservation monitoring.

–          Ensures that correct logistics and administrative procedures are followed when implementing the above mentioned project activities

–          Follows the security guidelines and COVID-19 guidelines of PUI in all the activities implemented

–          He/she commits to continuous self-initiated and self-managed development of his/her professional skills

–          Other duties as assigned by the line manager

–          Internal: Area coordinator, deputy area  coordinator, WASH & Shelter Co., MHPSS PM, MHPSS coordinator, MHPSS deputy coordinator, MHPSS deputy technical advisor, health liaison officers, grants officer, administration and logistics, HR department

–    External: WASH, Shelter, livelihood and Health  actors and partner organizations, community level stakeholders (schools, community centers, youth centers, local NGOs and associations)
