- GENERIC RESPONSIBILITIES
- Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.
- Develops systems and SOP’s that address Safe Programming needs and follow up on their implementation with Head of MEAL, Area Managers and the Head of Programs Unit.
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
- Prepare and submit reports and analysis.
- Ensure proper filing of all support documents.
- Support line managers in procedures and support the training, capacity building and mentoring of field staff and partners on minimum Safe Programming standards
- Identify, analyze and evaluate key processes and gaps in the team activities ensure support to program management on recommendations
- Ensure that issues related to Protection are explored in sensitive ways that adhere to a “Do no harm” approach
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
- SPECIFIC RESPONSIBILITIES
- Ensure Safe Programming focal points are identified and roll out Resource pack, tools, SOPs, training/refresher training and guidance to ensure safe and high-quality protection referrals in line with NRC internal SOPs.
- Lead Safe Programming self-assessment and do no harm exercises to address gaps and mitigate risks to contribute to regular context analysis, protection trends analysis and advocacy initiatives.
- Backstop inclusion initiatives in programmes and M&E and assist with beneficiary targeting (especially during assessments) to ensure inclusive and accessible approaches are used.
- Act as primary focal point for sensitive cases, including for example PSEA & child protection cases, if and when capacity is not available at field level ensuring that information regarding SEA and child safeguarding complaints are appropriately shared with programme teams.
- Ensure that SEA/child safeguarding mitigation measures and responsive activities and carefully balance and comply with national laws and obligations and support design and adoption of improved mitigation measures in response to complaints.
- Act as ‘referral hub’ for all referral mechanisms, supporting the creation of integrated referral pathways and overseeing maintenance of the centralized referral database.
- Produce regular internal (and external) reports on complaints trends, response procedure and relevant issues related to CRFM as well as general safe programming and protection concerns.
- Work with partners and program staff to ensure a well-coordinated and up to date service mapping and inter-agency referral pathways at all times.
- Provide capacity building to local partner on protection issues and standards in collaboration with community development and partnerships specific staff
Generic professional competencies for this position
- Three years of experience, two of which working in Protection in a humanitarian/recovery context
- Previous experience working in complex and volatile contexts
- Documented results related to this position’s responsibilities
- Experience working in coordination and liaising with external actors
- Ability to multi-task and work with short deadlines
- Ability to work independently and proactively with limited daily support and supervision
- Strong analytical mindset and critical thinking skills
- Professional fluency in English is not required, but is considered an advantage
Context related skills, knowledge and experience
- Knowledge of the Kirkuk and Salah al-Din as well as broader Iraq crisis context
- Knowledge of global safe programming and protection standards
