The Senior Livelihood Officer (SLO) will work under the supervision of the Deputy Project Manager (DPM) and the Project Manager (PM) to ensure the quality and effective implementation of the Micro Small and Medium Enterprises (MSMEs) support, vocational training (VT) and job placement activities. The SLO will supervise, with the support of the PM and DPM, a team of 2 Mentorship Officers, 1 Livelihood Officer and 1 Private Sector Engagement Officer to implement these activities.

The SLO will ensure that the capacity building of MSME and VT participants is efficient on a long-term basis through a close collaboration with the organization and the development of a mentoring plan. The SLO will be responsible for overseeing the provision to participants with regular coaching, making sure they benefit from the trainings received and follow up on the progress of their business plan and the use of the grants.

The SLO will be responsible for supporting the reporting, coordinating, planning and ACTED’s compliance (FLATS) procedures for the SME activity.

Functions

1.      Contribution to the implementation strategy for the MSME support, VT and Job Placement activities

  • Participation to the definition of the advertisement strategy and selection process
  • Supervision of the selection process
  • Participation to the training plan definition and supervision of its timely implementation
  • Supervision of all activities’ participants follow-up
  • Definition of a monitoring plan and supervising the follow-up process for each type of grant support

 

2.      Management of the mentoring of the Capacity Building programme

 

  • Contribute to the identification of needs for mentorship actions through data collection and results analysis.
  • Contribute to the design of coaching strategy to meet the participants’ needs.
  • Elaborate a mentoring plan for six months and provide the participants with coaching.
  • Select and/or design necessary tools for the organization (e.g. M&E tools, HR toolkit…).
  • Translate documents and tools into Arabic / Kurdish / English as needed.
  • Support the team in providing close follow-up to the participants that have been receiving capacity building trainings.

 

3.      Contribution to the implementation of local initiatives and advocacy campaign

  • Contribute to the organization of regular community forums for participants that are conducting business initiatives to share lessons learned and make recommendations for future actions.
  • Participate in the organisation of district level workshops and provide inputs for the development of a program document summarizing lessons learned and other outputs.

 

4.      Internal and external coordination

  • Ensure strong coordination with DoLSA staff members and external training providers to deliver training to participants
  • Support the DPM and PM in liaising with partners at both community level and inter-agency cluster level.
  • Work with ACTED’s internal departments as requested to ensure compliance, transparency and reporting to the donor.

 

5.      Reporting and other

  • Ensure timely weekly and monthly reports to the DPM and PM.
  • Hold an archive of key documents and project’s records (attendance sheets, tools, resources…).
  • Contribute to Monitoring and Evaluation activities such as KAP survey, evaluation form development etc.
  • Perform other tasks as requested.

Qualifications & Preferred Skills

1-Bachelor’s degree in a livelihood related qualification

2- Minimum experience of two years in developing capacity building and mentoring plans with NGO

3-Experience in team leading required

4-Experience working with DoLSA is a strong asset

5- Kurdish, Arabic and English requested, with a strong preference for Kurdish speaking 

6-Good knowledge of Word, Excel and PowerPoint software

7-Strong team spirit, creativity and flexibility

8-Strong organizational and communication skills

9-Ability to work for long hours

10-Proven experience in conducting training with local or community-based organizations

11-Ability to maintain the highest degree of diplomacy, coordination and transparency

12-Strong ability to remain flexible and adapt to capacities of beneficiaries

13- one-year KRI residency
