Job title: Senior M&E Officer

Contract period: 6 months with possibility of extension

Salary grade: L3

Number of Jobs: 1 job

Probational period: 2 months

Working hours: 8 hours in a day Sunday to Thursday from 08:30-04:30 PM

Responsibilities and Tasks: 

  • Line manager: Country Director,
  • Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the country office.
  • Participate in program design and proposal discussions, log frame design and budgeting for M&E.
  • Support program staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review,
  • Management of the M&E team.
  • Capacity building and training of program and M&E support staff on M&E technical and conceptual areas.
  • Assist with analyzing M&E information for programs to provide recommendations for program optimization in the form of reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary.
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Lead the development of the Beneficiary feedback and complaints mechanisms,
  • Write contractual reports for the donors and partners.
  • Keep contact with the donors and partners on M&E related issues.

Preferred skills and knowledge:

 

  • Graduate or Undergraduate Degree in Organizational management, international development, public health, statistics, rural development, humanitarian relief, disaster response, or other relevant discipline
  • Experience in conducting quantitative and qualitative data collection activities (surveys, assessments, monitoring, evaluations, etc.)
  • Fluency in speaking and writing English, Arabic is required
  • Strong writing skills and ability to produce quality reports in English is required
  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships
  • Inspires trust within/outside of the organization
  • Develops high levels of credibility and accountability
  • Minimum two-year experience of working in a relief or development agency (preferably in the monitoring and evaluation domain)
