Job Summary

Senior Program Engineer (Sr. Engineer I’s): Responsibility is to direct, guide and monitor the Engineer and Engineer Assessor Staff in engineering duties, administrative duties and quality control of the repair work of the beneficiary household.  The household areas will be in the Sinjar District.  This will include areas of Sinjar south of Sinjar Mountain and Al-Shamal, north of Sinjar Mountain. Senior Engineer will direct, guide and monitor the Engineer Staff in making assessments, evaluate problematic structures, and preparing the necessary BOQ to rehabilitate the War Damaged Structure (WDS), including fully burnt, partially and completely destroyed homes.  Duties include follow up and monitor the work done by the beneficiary household.  This includes making Bill of Quantities (BOQs), recording the assessment walkthrough information, as well as helping to perform the assessment tasks as required by the Program Manager and Program Coordinator.  Duties also include contractor management of rehabilitation and new construction.  This is achieved by follow up and monitoring the work done by the contractor(s). Job Duties:

  • Prepare specifications, schedules, and AutoCAD Engineering drawings; develop BOQ, contractor scope of work and any other contract construction documents.
  • Attend team, project meetings to discuss progress, deadlines, design issues.
  • Responsible for development and production of drawings, calculations, specification, reports, drawing list, calculation index, specification list, and information required schedule.
  • Check & review all drawings and calculations.
  • Understand and communicate engineering design fundamentals.
  • Be familiar with architects, service engineers, drawings, specification.
  • Follow up work on each site assuring rehabilitation and new construction progress.
  • Oversee multiple construction sites and staff in multiple regions.
  • Conducting assessments calculating how much each house repair will be, based on systematic standards. Contractors and or homeowners use proper construction building standards and practices.
  • Ensure that contractors and beneficiaries carried out the work based on the assessment conducted and confirm the amount that the household can get for the work conducted based on the set standards.
  • Assure quality control and control for design and construction. I will be required to be on site often for critical stages.
  • Communicate to the Program Manager and Program Coordinator any problems concerning quality and control, and work implementation.
  • Consult with local government and church officials and engineers when necessary under the direction of the Senior Engineer.
  • Assess and evaluate problematic structures.
  • She/he is responsible for quality control, implementation of appropriate construction standards and practices in for all contractor work.
  • Ensure and maintain health and safety on construction sites.
  • Maintain files on all households with whom SP is working, and expected timelines for completion of each household project
  • Fill out weekly progress reports
  • Develop relationships with church leaders, beneficiaries and the community.
  • Work with the engineering team to compile appropriate documentation for assessments before and after work is completed on each home, including photographs, BOQs, assessments, etc.
  • Assist in making engineering drawings, modify and make new designs for different size of homes based on the engineering standards
  • Follow up the work progress for the contractors and provide technical support to conduct the work according to the engineering drawings and specifications
  • Support Program Manager and Program Coordinator in the management and oversight of contractors as needed.
  • Direct, guide and monitor the Engineer and Assessor Team in follow up work on each site making sure the project is on track.

Education / Experience Needed

– Must have a National Bachelor in Building Construction or Civil Engineering.

– Must have a practical on site experience (2 years preferred)

– Advanced user of AutoCAD 2D & 3D is preferred

 

LANGUAGE

-Arabic and English is required, and Assyrian is preferred
