Context/Reporting line:
In Iraq, IOM’s Community Stabilization Unit (CSU) aims to address the drivers of conflict and
displacement through a community driven and led approach to promote resilience, social cohesion, and
improved mental and emotional wellbeing in target areas. Through five integrated pillars: Social cohesion,
MHPSS and Protection, Livelihoods, Community Service and Quick Impact Projects, and CVE/PVE
programming, IOM’s stabilization program supports IDPs and returnees to regain a sense of safety and
security, increase self- and community efficacy, and develop tools to deal with the past and regain hope and
agency in the future.
Under the overall supervision of the Head, Community Stabilization Unit and the direct supervision of the
Tribal Engagement and Durable Solutions Coordinator, the Senior Tribal Engagement Officer will be
responsible for the planning, implementation, and monitoring of IOM’s tribal engagement activities. S/he must
have demonstrated experience in social cohesion and peacebuilding and conflict sensitive programming, as
well as strong knowledge of protection issues and principles.
Core Functions / Responsibilities:
1. Recruit and manage the Tribal Engagement team across areas of operations (Iraq), Train and mentor
field staff engaged in social cohesion and durable solutions programming, promoting conflict sensitivity
and do-no-harm principles. Flag any staff performance concerns and put forward recommendations to
strengthen local capacity.
2. Plan and oversee Tribal Engagement activities with coordination with the Tribal Engagement and
Durable Solution Coordinator and other IOM units, while ensuring procedures are in place for the Tribal
Engagement activities
3. Ensure timely write-up of progress and findings of the Tribal Engagement processes
4. Supervise the master archive of all documents and data collated and referred
5. Ensure archives, data and documents are accessible and well archived
6. Provide advice and guidance to Tribal Engagement team members
7. Lead the lesson learnt exercise among team members at the end of each process
8. Plan, coordinate, and oversee the Quick Impact Projects (QIPs)

Qualifications & Preferred Skills
Education:
Bachelor’s degree in social science, information management from an accredited academic university
or institute.
Experience and Skills:
At least 9 years in relevant work experience.
High level of familiarity with Tribal Structures in Iraq, conflict mediation and moderation skills
Emergency programming and operational management skills an asset
Excellent communications and reporting skills
Ability to manage (remote) research teams effectively
Ability to use a logical and structured approach to collate, archive and synthesize information
Ability to analyze qualitative and quantitative information from a wide range of sources
Ability to address data inconsistencies and triangulate information
Proven ability to meet deadlines
Good interpersonal skills and ability to work in a multi-cultural environment
Proven ability to undertake activities through a participatory, inclusive and consultative process
Ability to understand and adapt to complex and dynamic situations
Ability to work under extreme pressure
Minimum 5 years’ experience in a humanitarian setting, preferably within the UN/NGO system
Knowledge of qualitative data collection methods and methodology
Experience in QIPs programming is an asset
Experience with scenario building and facilitation of joint analysis
Experience in coordination and managing large teams
Ability to address data inconsistencies and triangulate information
Proven ability to meet deadlines
Good interpersonal skills and ability to work in a multi-cultural environment
