DRC has been operating in Iraq since 2003 and in Northern Iraq since 2010. It is currently implementing a broad range of activities relevant to conflict-affected communities and persons. The activities are categorized into ten sectors: Shelter and Non-food Items, Water, Sanitation & Hygiene (WASH), Livelihoods, Protection, Mine Risk Education, Camp Coordination, and Camp Management (CCCM).
The overall purpose of the role:
- Provide daily supervision and guidance to members of the team (Officers, Assistants)
- Providing technical support and guidance to the team to build the capacity of team members.
- Ensure the quality of planning, implementation, and follow-up of all technical project activities, including assessments.
- Ensure compliance with DRC and donor procedures, ensure correct project documentation and filing.
- Ensure close coordination with other internal stakeholders and departments including programmes and support services
- Develop and maintain good relations with communities and persons of concern, relevant stakeholders and other humanitarian actors, to support the implementation and coordination of DRC’s sector activities
DRC S&I Sector activities include cash and contractor-led modalities, working closely with communities through participatory, community-led and owner-driven approaches. Key activities include rehabilitation of physical infrastructure like roads, bridges, community centers, irrigation systems or other community structures, water treatment plant construction/rehabilitation/expansion, water network construction/repair, construction/rehabilitation of community water tanks and sanitation facilities, rehabilitation of drainage and solid waste management infrastructure, design and facilitation of training for infrastructure management groups at community or government level, facilitation and funding of community development plans, initiatives for disaster risk reduction at a community level, effective hygiene promotion to children and adults, provision of emergency shelter solutions, rehabilitation of housing,.
Responsibilities:
Management
- Lead and manage the S&I team. This includes objective setting, human resource planning, performance reviews and management, well-being and development of team members.
- Ensure effective planning and implementation of the sector/support activities
- Follow-up and support the activities of each team member. Support team to plan and implement activities effectively.
- Develop and implement quality improvement and quality assurance processes and tools
- Provide technical support and inputs to team members and other S&I teams in Iraq and globally as required
- Assist and support team members to overcome the programme issues including in the management of contractors during construction work
- Support the team in working according to the Code of Conduct, identifying and managing potential personal and work-based issues.
Programming & Operations
- Update the monthly work plan and project management tool for the team to meet project targets for several simultaneous projects. Including assigning team responsibilities, working with the PM to identify bottlenecks and mitigate delays
- Follow, update and monitor project budget to ensure activities are within budget
- Participate in preparing case studies, reports and proposals for donors, including drafting proposed budgets
- Lead the team in carrying out monitoring and evaluation exercises
- Update Monthly Project Management tool and monthly work plan
- Ensure Coordinate and collaborate with Monitoring & Evaluation (MEAL) and Information Management (IM) teams
- Ensure mainstreaming of protection in S&I project activities
- Ensure accountability, transparency and embedding of Code of Conduct principles in all team activities.
Communication, Collaboration, Coordination and Representation
- Liaising and communicating effectively with project/programme manager about staff management and project activity progress, risks, changes and barriers
- Working closely with key stakeholders to ensure smooth, accountable and compliant project implementation, as well as identifying and implementing process improvements
- Collaborate with relevant internal and external technical experts on sector relevant issues
- Represent DRC at meetings and other relevant technical coordination meetings
- Ensure integration with other DRC sectors including protection, economic recovery, CCCM, Social Cohesion, MEAL, etc.
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas
- Initiate procurements and ensure their execution
- • Ensure required documentation is prepared and shared with supply chain/logistics in a timely manner to follow required DRC processes and facilitate smooth project activity implementation, including procurement, contract management, distributions, payments, etc.
Experience and technical competencies:
- Minimum 2 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, private company, relevant ministry, or local authority.
- Minimum 3 years of practical experience in Shelter and/or WASH sector area, working for an INGO
- Proven skills managing technical projects
- Commitment to learning and implementing organizational policies and procedures.
- Excellent skill in MS Word, Excel, PowerPoint and AUTOCAD
- Full professional proficiency in English
- Field experience implementing and delivering engineering projects
Education: (include certificates, licenses etc.)
- Bachelor degree in Civil / Hydraulic / Mechanic engineering or Architect or other relevant field
- Certificate, courses or modules in project cycle management are an advantage.
- Significant relevant experience may be considered in lieu of formal education.
