Provision of Frame Agreement for the supply of fuel for UNHCR Vehicles  and Generators in Sulaymaniyah, Iraq 

QUOTATION TO BE RECEIVED ON OR BEFORE: 13/10/2021 by 14:00 hrs (Iraq time) ________________________________________________________________________ 

The Office of the United Nations High Commissioner for Refugees (UNHCR), office in  Erbil, request your price offer for Supply for Provision of Frame Agreement for the  Supply of Fuel for UNHCR Vehicles and Generators Sulaymaniyah, Iraq, for one  year with the possibility of extension for one additional year. 

The estimated required amount below is annual requirement which may change on the  actual usage.

1	Diesel (normal) for Vehicles	6,000 Liters
2	Diesel (normal) for Generators including  transportation.	65,000 Liters
3	Petrol (normal) For Vehicles	9,600 Liters

Please note that figures have been stated in order to enable bidders to have an  indication of the projected requirements. It does not represent a commitment that  UNHCR will purchase the above quantities. Quantities may vary and will depend on  the actual requirements and funds regulated by issuance of individual Purchase  Orders. 

The following Annexes are an integral part of this RFQ: 

Annex A : Term of Reference (ToR). 

Annex B : Financial Offer form. 

Annex C : Vendor Registration Form (For suppliers who are not registered with UNHCR); 

Annex D : UNHCR’s General Conditions of Contracts for the Provision of  Goods and services. 

Please note that submitting an offer is deemed as full acceptance of UNHCR’s  General Conditions for contracts [Signed copy is not required at this stage.]

1. Technical Requirements: (Please submit with your offer the followings): 

– Copy of company registration. 

– Copy of test/quality control certificate showing that the fuel is as per the  

governmental standards. 

2. Technical Evaluation Criteria (Pass/Fail): 

UNHCR will evaluate the technical offers based on the following described criteria in  order to attribute a “PASS/ FAIL” to the offers:

1	Submission of the Company Registration Certificate.
2	Submission a Copy of test/quality control certificate showing that the fuel is  as per the governmental standards.

3. Delivery Point: 

– Diesel and Petrol for the vehicles should be provided in the fuel station. 

– Diesels for the generators should be provided and delivered in UNHCR 

Registration office in New Bakrajo-Daban Street. Sulaymaniyah urban and  

in Arbat camp. 

4. Financial Offer: 

Please submit your price offer, using financial form (Annex B). 

Quoted prices should remain fixed/valid for the period of the Frame Agreement. UNHCR is VAT exempted, with this regard, price has to be given without VAT. 

The fairly priced, substantially compliant offer will subsequently be recommended for a contract award. 

Your quotation must be valid for at least 90 days. The standard payment terms of  UNHCR is net 30 days upon satisfactory delivery of goods and acceptance thereof by  UNHCR.
