Context/Reporting line:
Under the overall supervision of the Programme Coordinator and Project Officer, and the direct supervision
of the CSU Area Coordinator, the successful candidate will be responsible for managing the implementation
of CSU programming in Kirkuk governorate. The position will place a focus on managing community center
operations, relationships with Iraqi government counterparts, reporting on and measuring the impact of CSU
activities in areas of operation, and leading CSU teams members in the areas of operation in coordination
with and under the day-to-day supervision of the Area Coordinator for Kirkuk.
Core Functions / Responsibilities
1. Facilitate needs assessments and community consultations in communities targeted under the project.
2. Foster and maintain relationships with key Iraqi government officials as proscribed by the Programme
Coordinator and the Project Officer for Kirkuk governorate.
3. Manage the day-to-day operations of community centres in areas of operations in Kirkuk.
4. Take responsibility for financial and administrative aspects of activities in areas of operation in Kirkuk,
in coordination with logistics and finance colleagues and under the guidance of the Project Officer.
5. Lead, facilitate, and oversee the implementation of community-based activities related to peacebuilding
and social cohesion in areas of operation in Kirkuk, including but not limited to training in grassroots
mediation, conflict resolution, and social inclusion techniques, civic education activities, sports and art
activities, media and communication projects and social theatre, as well as focus group discussions and
mentoring sessions.
6. Validate data, critically review, and finalize reports of field activities to be regularly shared with the Area
Coordinator and National MHPSS Officer.
7. Provide technical support to teams in areas of operation, assist in planning, organizing and preparation
of field activities and MHPSS-livelihoods activities, guaranteeing timely and quality implementation of
field activities.
8. Manage the work of community focal points/volunteers in the communities and train them to conduct
community outreach to extend assistance to IDP, returnee, and host community youth, women, and men,
and ensure inclusiveness of vulnerable and marginalized populations in project activities, including
people with disabilities.
9. Draft relevant meeting notes for the Area Coordinator, Project Officer, and Programme Coordinator
covering Kirkuk, flagging any challenges, and suggesting responding actions as applicable.
10. Assist in monitoring, evaluating, and reporting on IOM’s community stabilization and protection

16. Participate in evaluations by gathering the required data and facilitate information sharing
17. Ensure gender and protection mainstreaming within all activities.
18. Perform any other duties as may be assigned.

Qualifications & Preferred Skills
Education:
Bachelor’s degree in social work, mental health, community mobilization, political science, public
health, education, or any related field from an accredit academic university or institute.
Experience and Skills:
At least 3 years of experience in a related field, especially in MHPSS and social cohesion.
Experience liaising with government officials in Kirkuk governorate.
Familiarity with project monitoring, evaluation, and reporting and the implementation of social cohesion
and MHPSS programming.
Experience in capacity building of local organizations and/or grant management (desired).
Proven ability to conduct operations in complex post-conflict contexts (desired).
Languages:
Fluency in English and Arabic is required.
