About the Humanitarian Response Department
The Humanitarian Response Department (HRD) provides leadership and support to CRS emergency programming. The HRD strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff that supports emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide
Job Summary:
As part of the Safe and Dignified Programming and Psychosocial Support team (SDPSS), the PSS Technical Advisor will provide support to country programs and partners in designated regions, in the areas of basic mental health and psychosocial support, child protection and wellbeing, and staff wellbeing. This is a global position based in Baltimore, Maryland, with option to telecommute. International travel is required.
Roles and Key Responsibilities:
Provide quality technical assistance to country programs for the development, implementation and monitoring of PSS programming.
Support PSS program development including critical referral systems in specialized and basic services as part of protection mainstreaming either remotely or in-country.
Carry out technical review of concept notes and project proposals.
Provide guidance on staffing, training, TA and related budgetary needs for quality program implementation.
Promote the use of CRS, Protection Mainstreaming Working Group, Alliance, and IASC standards and guidance as vetted by CRS and ensure adaptation/contextualization for relevance with culture, context, and geographic location.
Support the adoption of MHPSS as a multi-sectoral approach.
Promote cross-team and interdepartmental collaboration:
Support the CRS Global PSS Community of Practice.
Coordinate with teams working in areas central to Child Wellbeing and Early Child Development
Seek opportunities to bridge the humanitarian/development nexus
Support SDPSS team members with promotion and adaptation of PFA and staff care within protection mainstreaming
Build CRS and Partner Capacity in PSS and protection mainstreaming:
Support the development of technical training modules, standards and guidance in PSS and wellbeing.
Develop and facilitate training for CRS and partner staff in topics related to psychosocial support, child protection, self-care and Protection Mainstreaming.
Support information management for mental health and psychosocial support resources.
Gather feedback on implementation of CRS PSS tools and methodologies to inform recommendations and adaptations for country programs and partners.
Other:
Represent CRS in key internal and external PSS forums and partnerships, including Interaction, Caritas International, INGO/Humanitarian Response community and with US donors as appropriate.
Support ongoing agreements and related tasks with other organizations.
Liaise with relevant CRS departments, regions and country programs to promote synergy and use of standard approaches in MHPSS and Protection Mainstreaming.
Preferred Qualifications
License in Psychology, Counseling, Clinical Social Work or related field preferred.
Knowledge of technical principles and concepts in child protection, protection mainstreaming, and staff wellbeing.
Ability to support in strategic planning initiatives.
Demonstrated experience in designing and conducting assessments, and budgeting.
Experienced trainer/teacher of adults and multi-cultural groups
Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
Required Languages – English. Professional level in either French or Arabic is required.
Travel
Ability to live and work in disaster affected areas.
Ability to deploy on short notice (within 48-72 hours) when needed
Willingness and ability to travel overseas as required (approximately 50%)

Key Working Relationships:
Internal: HRD Protection Mainstreaming/PSS Team, Program Quality Team, and Technical Advisors; CP and regional staff; HQ staff as relevant.
External: Emergency Coordination mechanisms, others TBD.
Location: CRS Headquarters in Baltimore, MD with option to telecommute.
Qualifications
Basic Qualifications
Master’s Degree in social work, psychology or public health or related fields required.
Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in MHPSS or protection.
Knowledge of technical principles and concepts in mental health and psychosocial support. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
Experience in project design and proposal development. Experience in writing content for proposals.
Knowledge of capacity strengthening best practices.
Experience with program monitoring and evaluation and analysis.
Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
