Generic responsibilities:

  1. Line management of UDOC project field staff (officers and technical assistants)
  2. Adherence to NRC policies, guidance and procedures
  3. Support the UDOC PM in contributing to UDOC strategy development, project proposals and provide input on needs and gaps
  1. Support management and implementation of UDOC project (activities, budget, and project documentation) as delegated by the PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  2. Provide timely input to progress and field reports compiled by the PM and submitted to the Area Program Manager and UDOC Specialist
  1. Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
  1. Promote and share ideas for improvement and necessary changes in the activities
  1. Work with PM to ensure capacity building of project staff and transfer key skills
  2. In coordination with the PM, liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.  Attend meetings as agreed with PM.
  3. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

Specific responsibilities

As well as deputising for the UDOC Project Manager as necessary, (including internal and external meetings), the UDOC Project Coordinator is responsible for:

 

  1. Field supervision of daily/weekly operations of Community Centre and Mobile (Outreach) Teams (Officers and assistants) within the delegated geographical areas of responsibility, and performance management of mentioned staff
  2. Establishment of UDOC centre with the guidance from the Project Manager
  3. Ensure proper project documentation in line with M&E plans and donor requirements
  4. Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and work with the PM to ensure capacity building of project staff
  1. Provide the PM with relevant information and data required for project reporting and for development of project strategy including feedback on successes and challenges
  2. Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, and ensure the same of all project staff
  3. Adhere to NRC policies, guidance, and procedures
  4. Attend external /Internal coordination meetings at field level and Kirkuk level as and when required
  1. Perform any other activities requested by line manager
  2. Quality management of community engagement processes and field reporting

Generic professional competencies for this position:

  • Minimum 3 years’ experience from working in a line management position relevant to project implementation in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal. As well as Verbal fluency in Kurdish and Turkmen.

 

Context related skills; knowledge and experience (shall be adapted to the specific position):

  • Ability to work in Tuz, and provide own transportation and accommodation in Kirkuk. Candidates from Tuz are encouraged to apply.
  • Knowledge of the context in Tuz Iraq, and the regional IDP return situation and needs and/or protracted IDP communities.
  • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
  • Experience in community engagement and mobilization.
  • Fluency in English and solid knowledge of the local languages Kurdish, Arabic, and Turkmen.
  • Experience in community capacity building and training
