Position Location: This position is based in Brookings’ Washington, DC office. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.

 

Operating status: Brookings eligible employees are currently authorized to work remotely but will be moving towards a hybrid plan later this year, which will require working both in the office and remotely. All vaccinated Brookings employees who wish to work from the office can do so. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.

 

Vaccine Policy: Brookings has made the safety of our staff and our surrounding community a top priority. As part of that commitment, Brookings recently announced that staff on Brookings campus this fall are required to be vaccinated against COVID-19.  Brookings will require all staff and visitors to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

 

As a visitor and/or a new employee at Brookings, you will be required to comply with the vaccination policy. Individuals invited for an in-person job interview or hired as an employee that (i) have a qualifying medical condition that contraindicates a COVID-19 vaccination, or (ii) who object to being vaccinated based on a sincerely held religious belief, may request a reasonable accommodation.

Responsibilities

The Foreign Policy program at the Brookings Institution is accepting applications for a visiting fellowship focused on Turkey and its relations with the United States, Europe, NATO, the Middle East, and beyond. This will be a two-year fellowship with the possibility for extension.

 

Building on Brookings’s strong expertise and foundational work on Turkey, the Visiting Fellow will engage new audiences and offer timely and policy-relevant analysis of Turkey and the direction of its politics, economy, security, and foreign policy.

 

The Visiting Fellow will drive the research agenda of the Brookings Turkey Project and oversee meaningful analysis and events on geopolitical, economic, and security developments in collaboration with colleagues across the Foreign Policy program. The Visiting Fellow will undertake his or her own research projects relating to Turkey policy and produce journal articles, commentaries, and other publications. The Visiting Fellow will also lead issue-focused meetings, engage with national and international media, and foster public debate on Turkey’s domestic and foreign policy, and their implications for allies. Ideally, the Visiting Fellow will engage in policy discussions in Turkey and interact with relevant Turkish stakeholders across the diplomatic, official, media, academic, business, and civil society sectors. In addition, the Visiting Fellow will contribute to other Brookings activities on Europe, Eurasia, and the Middle East.

Qualifications

Education/Experience Requirements

 

A university degree in international relations, political science, public policy, or other appropriate field is required; an advanced degree is preferred. Demonstrable expertise in the political, economic, and security affairs of Turkey, as well as its foreign relations, is also required. In addition to academic credentials, the successful candidate will have strong experience conducting foreign policy analysis or a proven record of publishing books and articles in internationally known professional or academic journals and news publications.

 

Applicants should have significant professional or academic experience on Turkey, with professional-level spoken and written abilities in English and working proficiency in Turkish; fluency in Turkish is preferred. The ideal candidate will be flexible, diplomatic, innovative, collegial, and adept at working in fast-paced environments. (S)he must have a demonstrated record of producing innovative research of the highest quality and impact as well as the leadership capacity to undertake and manage large-scale projects with little supervision. Strong candidates will be comfortable working with high-ranking decision makers, senior government and diplomatic officials, current and potential funders, and Brookings senior management.

 

The Visiting Fellow is expected to be in residence, actively engaged, and to work full-time at Brookings during the fellowship, subject to the Institution’s policies on hybrid and remote work. A stipend, commensurate with previous work experience, will be provided. This income may be taxable; Brookings will withhold taxes and report on stipend payments according to U.S. tax guidelines. Financial support may also be provided for relocation and health insurance, if not covered by the Visiting Fellow’s home institution. The Visiting Fellow will be affiliated with Brookings as an independent contractor; this position does not constitute employment with Brookings.

 

As needed, Brookings will assist the Visiting Fellow and accompanying immediate family members with the Exchange Visitor visa application process. However, Brookings cannot guarantee the issuance of a visa. As part of the visa process, the Visiting Fellow will be required to take an online English proficiency assessment. The Visiting Fellow and any accompanying family members will be required to maintain adequate medical insurance for the duration of the program. The Visiting Fellow may bear some financial cost for medical insurance. Immediate family members accompanying the Visiting Fellow may also be included at an additional charge.

Applicants must apply via the Brookings website, submitting a cover letter, a full curriculum vitae (CV) complete with a list of publications if any, and a statement of research. The statement of research should be 5 pages or less and should describe (1) the nature, purpose, scope, and method of the research the Visiting Fellow proposes to do at Brookings; (2) a description of the policy implications of the research; (3) why the applicant wishes to do the research at Brookings; and (4) the background research that the applicant has done to prepare for this project and the amount of research completed on it.
