Context:
The IOM Office to the United Nations (UN) in New York (IOM UN Office) is tasked with

maintaining and strengthening IOM’s relations with the United Nations, diplomatic Missions and

non-governmental organizations (NGOs), including through contributing to improving

understanding of migration issues, facilitating international policy dialogues on migration and

representing IOM and migration issues in conferences, meetings and seminars. IOM UN Office

works towards contributing to improving understanding of IOM’s mandate and action by relevant

governmental, UN and NGOs stakeholders, in accordance with the Constitution and relevant

Council deliberations and resolutions. IOM UN Office coordinates with the Office of the Director

General, Department of International Cooperation and Partnerships (ICP), the Department of

Operations and Emergencies (DOE) and the Department of Migration Management (DMM) and

keeps them apprised of relevant developments.

Under the overall supervision of the Director of the IOM UN Office and the direct supervision of

the Senior Liaison and Policy Officer (Humanitarian Affairs), and in close coordination with

relevant Divisions of IOM HQ Department of Operations and Emergencies (DOE), the

successful candidate will contribute to the Office’s engagement with and inputs to UN system

discussions on emergency response and crisis management programmes and funding issues,

and will support IOM’s overall activities on the same.

While other relevant tasks can be delegated or assigned, the successful candidate will act as

IOM UN Office Desk Officer for the Caribbean, South and Central America; West and central

Africa and part of Asia-Pacific.

Core Functions / Responsibilities:
1. Monitor the activities and agenda of the principal organs of the United Nations, with a specific

mandate on Humanitarian affairs, by regularly sharing briefings and updates to ensure timely

coordination and advice on necessary follow-up actions.

2. Identify and develop liaison strategies and outreach activities related to IOM crisis

management operations, including humanitarian response and crisis transition priorities, by

establishing close coordination with relevant units and counterparts in order to support the work

of the Humanitarian, Peace and Security Unit.

3. Participate in all relevant inter-agency mechanisms and task forces at UN HQ and in UN

meetings of interest and provide written summaries, briefing statements and talking points to

share knowledge on IOM’s work. Internally, develop and maintain an open file on major

operations relevant to the geographical areas of concern – including data and information on

IOM and non-IOM, response, relevant data, political analysis, key messages, and other

background material.

4. Collect and systematically organize, analyse, and disseminate information on United Nations

reports and resolutions on humanitarian issues to ensure solid knowledge on issues of

relevance. Identify, coordinate, and prepare IOM’s inputs to related reports and resolutions,

where possible, in coordination with relevant divisions of DOE.

5. Monitor developments of UN New York led humanitarian funding instruments and

mechanisms, including trends and strategic priorities, and provide comprehensive guidance on

specific compliance procedures, and programmatic and administrative guidelines. Provide

technical inputs for review and submission of funding proposals, information and review of

reporting requirements, advice to the Country and Regional Offices, stock-taking, and follow-up.

More specifically, act as Focal Point with regards to the Central Emergency Response Fund

(CERF) for the geographic areas covered. Undertake travel duties and conduct staff training

related to project development, monitoring, implementation, and resource mobilization related to

the area of responsibility.

6. Keep track of projects and programmes submitted by and via IOM UN Office by maintaining

existing knowledge management tools in place in order to monitor funding history, success and

challenges.

7. Undertake the planning/development and execution of events and briefings for visiting

delegations, as necessary.

8. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

  • Master’s degree in Law, Political Science, International Relations, Social Sciences, or a related

field from an accredited academic institution with five years of relevant professional experience;

or

  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in interfacing with governmental and diplomatic authorities and donors, as well as

with both local and international partner institutions and NGOs;

  • Experience at an international level with specialized international agencies (United Nations

Agencies, International Organizations, and International Non-Government Organizations) is

required;

  • Experience contributing substantively to policy development processes, serving as an

institutional liaison, including tracking and reporting on developments and discussions,

representing institutional interests, and providing timely reporting to relevant internal

stakeholders;

  • Experience in organized collaboration and communication with colleagues operating in diverse

contexts, across multiple time-zones, and functional areas required; and,

  • Experience in complex crisis operations, preparedness, and response.

Skills

  • Familiarity with resource mobilization, donors’ relation – particularly the Central Emergency

Response Find (CERF) and Country Based Pooled Funds;

  • In-depth knowledge of the broad range of migration related subject areas dealt with by the

Organization with special focus on its emergency, preparedness, and response operations and

IOM’s engagement within the cluster system;

  • Familiarity with programme formulation, implementation, and evaluation of humanitarian

response related programming of responses to natural disasters and conflict situations,

including shelter, CCCM and the Displacement Tracking Matrix;

  • Familiarity with collection and analysis of information concerning major humanitarian crises,

operational overview of responses to natural disasters and conflict situations; and,

  • Knowledge of UN and bilateral donors’ programming.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working

knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,

which may include written and/or oral assessments.
