And relief assistance to the families that affected by war And disasters, and the organization is working to access humanitarian and relief assistance such as materials Food and life requirements to the poor, the destitute, , and the displaced ,And to help those affected by the war as well as paying special attention to women Children and people with special needs are concerned, with issues of women and children Contributing to support and raising their skills, as well as caring for widows, orphans and the oppressed.
Brief :
Management of WASH Service Centre (WSCs) in the IDPs camps of Al-Anbar -Baghdad and returnees’ areas of Al Anbar. The intervention may include responding to any emergency situation resulted from COVID-19.
General Position Summary
The WASH Project Manager will oversee the implementation of all support water, sanitation, and hygiene (WASH) projects throughout Baghdad Governorate and Anbar. This position is a management position with supervisory and managerial responsibilities, including direct project management responsibilities for the WASH project, in particular, the COVID-19 response. Reporting to the Program Manager, s/he will oversee and develop high quality design and implementation of emergency response projects to effectively address the humanitarian gaps and needs while building a base for later activities of early recovery. S/he is responsible for ensuring that projects run smoothly by providing technical leadership, supervising, training and mentoring the WASH project staff, and coordinating the implementation of WASH activities. The WASH Project Manager plays key roles in the implementation of the safety and security procedures, project development, proposal development, and providing input into the overall country project strategy.
Essential Job Responsibilities:
• Manage implementation of the WASH project portfolio in Baghdad and Anbar governorate, in particular, the COVID-19 response;
• Manage and update project management monitoring trackers and tools;
• Oversee the successful implementation of project activities, ensuring that teams are following work plans, that activities are on schedule, and that project deliverables are completed according to the grant agreement.
• Create and manage procurement requests, follow-up with support functions including finance and payment requests.
• Manage contractors and suppliers to ensure compliance and project success.
• Identify priorities in term of assessments, designing and overseeing Knowledge, Attitudes and Practices (KAP) and other surveys;
• When security permits, conduct field assessments, make recommendations about the needs and vulnerabilities of the target populations in regard to water, sanitation and hygiene issues, and develop and implements feasible yet sound technical solutions;
• Conduct regular monitoring of project activities and project impact, per SSORD Monitoring, Evaluation, and Learning and in accordance with existing related guidelines;
• Write monthly reports and other donor based reports or organizational based notes for PD to review and submit;
• Work closely with vendors and contractors, as well as participate in vendor assessment and selection;
• Assist in proposal / concept note development and report writing as necessary;
• Budget management;
• Ensure that communities are informed about our projects and what we do, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our projects;
• Engage community members and local partners in the verification of beneficiary households that promote accountability;
• Manage the distribution of hygiene kits, dignity kits and other NFIs that are an integral part of the project;
-Team Management:
• Provide technical direction and advice in emergency response in insecure environment, and develop work plans in collaboration with the team;
• Hire, Supervise, train and mentor the national staff and local partners;
• Develop and implement a comprehensive staff and local partner (if any) training series to build team capacity in the area of WASH and M&E;
• Work with partners and Utilities to strengthen linkages with other actors to enhance organizational learning which directly impacts staff performance and productivity;
Representation and Coordination
• Represent SSORD at the WASH cluster meetings;
• Liaise with local officials including the Local and the Directorate of water, Municipality, Directorate of Health, local NGOs and project partners, local religious leaders and other community members to ensure support for and acceptance of SSORD projects in the AOR;
• Develop and maintain working relationships and coordinate with relevant international and local agencies active in the water and sanitation sector of an emergency response, including donors, other humanitarian and human rights organizations, local authorities and local partners,
• Represent SSORD at local coordination meetings.
• Ensure all activities are gender sensitive and follow SSORD’ Gender Equity Policy;
• Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
• Contribute to monthly reports and other ad hoc reports to meet donor and internal requirements;
• Participate in internal office coordination and planning meetings and workshops;
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to SSORD and to not jeopardize its humanitarian mission;
• Other assigned tasks, as necessary.

REPORTS DIRECTLY TO: Program Manager & Team Leader
WORKS DIRECTLY WITH: Program, M&E, Operations, and Finance Teams
Qualifications:
Bachelor’s degree in Engineering or related field. Master’s degree preferred
Minimum 3 years with INGOs specialized in Humanitarian assistance
Previous experience in program management of a WASH project in conflict/post-conflict contexts
Knowledge of humanitarian standards and codes, including SPHERE
Experience in managing Donor and UN-funded programs
Demonstrated experience leading and managing teams
Be able to use computer software tools for WASH activities
Excellent written and spoken English besides local languages;
Able to be diplomatic in communications with all NGO, governmental, and community partners;
Demonstrated flexibility and adaptability in an ever changing environment;
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
Ability to define problems, collect data, establish facts and draw valid conclusions;
Ability to interpret an extensive variety of technical instructions in mathematical or diagram, form, and deal with several abstract and concrete variables;
Communicate with teams, partners, community members and authorities
Knowledge of Arabic and English.
