تسعى مؤسسة الشرق الأدنى الى توظيف مرشحين لمديري مركز سراج ليكون مقرهم في مكاتبها في منطقتي أعزاز والباب. منذ أكثر من 100 عام، عملت مؤسسة الشرق الأدنى على بناء مجتمعات أكثر استدامة وازدهارا وشمولا في الشرق الأوسط والقوقاز وأفريقيا من خلال مبادرات التعليم والحوكمة والتنمية الاقتصادية. ومن خلال شبكة من المكاتب القطرية والشركاء المحليين، لدى المؤسسة برامج في عشرة بلدان: أرمينيا، الأردن، لبنان، العراق، مالي، المغرب، فلسطين، السودان ، جنوب السودان وسوريا. و تتمحور برامجها حول ثلاثة مجالات: التنمية الاقتصادية الشاملة، والتنمية القدرة على التكيف مع تغيرات المناخ، وتحقيق الاستقرار وبناء السلام.
معلومات أساسية
تطلق مؤسسة الشرق الأدنى مشروع تجريبي لقرض الإئتمان الدوار لتمكين رواد الأعمال المحليين في شمال غرب سوريا. وسينشئ هذا التدخل تسهيلات إقراض لتقديم قروض صغيرة لأصحاب المشاريع المحليين من خلال مراكز سراج في كل من منطقتي أعزاز والباب في محافظة حلب. وسيتم إختبار هذه المبادرة في غضون اثني عشر شهرا بهدف توسيع وتكرار نموذج الاكتفاء الذاتي لفترة أطول.
الوصف الوظيفي
بالتواصل المباشر مع مدير البرنامج، سيكون مدير مركز السراج مسؤول عن المساعدة في بدء التشغيل بما في ذلك اختيار موقع مركز سراج والتسجيل لدى السلطات المحلية وتجديد التسجيل والتوظيف بالتنسيق مع الإدارة العليا. سيقود مدير مركز السراج فريق من موظفي المشاريع والموظفين الميدانيين في مركز سراج والمكتب الفرعي لضمان تنفيذ المشاريع في الموعد المحدد. بالإضافة إلى ذلك، يتولى مدير مركز سراج مسؤولية دعم التوثيق الكامل للأنشطة الخاصة بنظام رصد وتقييم المشاريع، والإشراف المالي لردع ومنع الاحتيال والهدر وإساءة استخدام الموارد.
المسؤوليات
- تيسير تسجيل المشاريع اللازمة والتنسيق مع السلطات المحلية من أجل بدء المشروع ومراحل تنفيذه؛
- قيادة عملية التوظيف للفريق الميداني بدعم من المكتب الإقليمي لمؤسسة الشرق الأدنى في عمان، الأردن؛
- توفير الإدارة والقيادة المستمرة لموظفي مركز سراج والمركز الفرعي، وتحديد ومعالجة الحواجز التي تعترض التنفيذ وبناء ودعم فريق؛
- تقديم وثائق الرصد والتقييم حسب الضرورة؛
- دعم فريق التمويل والمحاسبة مع الوثائق حسب الضرورة؛
- تقديم تقارير النشاط والتحديثات في الموعد المحدد، حسب الحاجة؛
- ضمان الالتزام بالمبادئ التوجيهية والبروتوكولات المتعلقة بالسلامة بشكل مستمر والتحقق منها في الموعد المحدد بالتنسيق مع مسؤول الأمن واللوجستيات ؛
- تقديم طلبات الشراء إلى مدير البرنامج؛
- تقديم تحليل و تقييم الوضع الى المدير المباشر؛
- واجبات أخرى حسب الطلب من مدير البرنامج.
المؤهلات والمتطلبات
يجب أن يكون مدير مركز سراج الناجح فردا موجها ذاتيا و يتمتع بالمؤهلات التالية:
- خمس سنوات من الخبرة المثبتة في تطوير وإدارة فرق العمل لتحقيق تحسين الأداء القابل للقياس.
- خمس سنوات من الخبرة في إدارة المشاريع؛
- خبرة سابقة في الإدارة عن بعد للقوى العاملة أمر مرغوب فيه للغاية؛
- خبرة مثبتة في التخطيط، المتابعة والتواصل لتقدم المشروع باستخدام مجموعة متنوعة من الأدوات بما في ذلك خطط العمل (جانت)، والرسوم البيانية ، وبرامج مثل مايكروسوفت أوفيس؛
- خبرة في العمل مع المنظمات الدولية الغير حكومية ؛
- مهارات مثبته في مجال التيسير والتدريب، بما في ذلك إدارة التدريبات وورش العمل والاجتماعات الفعالة؛
- القدرة المثبتة على تطوير علاقات عمل فعالة والحفاظ عليها ضمن فريق موزع وديناميكي؛
- الطلاقة في اللغة العربية المنطوقة والمكتوبة مطلوبة؛
- المعرفة الأساسية في اللغة الإنجليزية المنطوقة مفضلة.

Title: Siraj Center Manager (SCM)
Reporting to: Program Manager
Location: two vacancies, one in the Azaz region and the other in the Al-Bab region in Aleppo Governorate, northwest Syria
Travel: Frequent Travel between project sites
The Near East Foundation (NEF) is seeking candidates for Siraj Center Managers to be based in its offices in the Azaz and Al Bab districts. For over 100 years, the Near East Foundation (NEF) has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Its programs are organized around three themes: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.
Background
NEF is launching a revolving credit fund pilot to empower local entrepreneurs in Northwest Syria. This intervention will establish lending facilities to provide small loans to local entrepreneurs through two Siraj centers hubs at Azaz and Al Bab districts at Aleppo governorate. This initiative will be piloted in over a period of twelve months with the goal to expand and replicate the self-sustaining model for further duration.
Position Description
Reporting to the Program Manager, the Siraj Center Manager (SCM) is responsible for startup assistance including site selection, registration with local entities, refurbishments, and recruiting in coordination with senior management. The SCM will lead a team of project officers and field associates at Siraj hub and Siraj satellite office to ensure implementation of project deliverables on schedule. Additionally, the Siraj Center Manager is responsible for supporting complete documentation of activities for the project monitoring and evaluation system, and for financial stewardship to deter and prevent fraud, waste, and abuse of resources.
Responsibilities
- To facilitate the needed project registration and coordination with local entities for project launching and implementation stages;
- Lead the recruiting process for the community-based team with support from NEF regional office based in Amman, Jordan;
- Provide ongoing management and leadership for the Siraj Center Hub and Siraj Satellite Center staff, identifying and addressing barriers to implementation and building and supporting a team;
- Provide oversight to the technical staff to continuously engage and monitor progress with enterprise support, and farmer and processor groups to ensure that program interventions are improving production and quality on schedule;
- Provide monitoring and evaluation documentation as required;
- Support finance and accounting team with documentation as required;
- Provide activity reports and updates on schedule and as needed;
- In coordination with the Security and Logistics Manager, ensure that safety guidelines and protocols are observed continuously and verified on schedule;
- Submission of procurement requests to Program Manager;
- Providing situation analysis assessment to his/her supervisor;
- Other duties whenever requested from line manager.
Qualifications and Requirements
The successful capacity Siraj Center Manager must be a self-directed individual with the following qualifications:
- Five years of demonstrated experience in developing and managing teams to achieve measurable performance improvement in agriculture production or processing;
- Five years of experience in project management;
- Prior experience in remotely management of workforce is highly desirable;
- Demonstrated ability to plan, track, and communicate project progress using a variety of tools including Gantt charts, flow charts, and software packages such as Microsoft™ Office;
- Experience working with international non-governmental organizations;
- Proven facilitation and training skills, including management of effective trainings, workshops, and meetings;
- In-depth knowledge of the relevant area operating context regarding both agriculture and security issues;
- Proven capacity to develop and maintain effective working relationships within a distributed and dynamic team;
- Fluency in spoken and written Arabic required;
- Basic proficiency in spoken English preferred.
