Background

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN is maintaining a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.

Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS

 

Program Overview:

PIN is implementing a WFP funded project working on strengthening of food security and livelihoods in rural and urban areas of Al Alam (Tikrit) and Al Hajjaj (Beiji) in Salah Al Din. As part of the initial stages of the project 375 beneficiaries will be selected for a Cash for work program on cleaning and rehabilitation of agricultural infrastructure, while 100 beneficiaries will be selected to receive Kitchen gardens, and further 30 will be chosen for the distribution of Green houses. 100 beneficiaries will also gain access to food processing training and tools. Moreover, PIN will work to strengthen business environment in the given areas by supporting 30 small scale business involved in food retail and also organize extensive Training of Trainers for prospective agricultural extension workers who will further support farmers in target areas on climate smart approaches to agriculture.

At the same time, PIN has a concurrent project by IHF targeting Cash for work, small scale agricultural production, and cash assistance in the Areas of Shirgat, Beiji, and Tikrit.

 

Purpose of the research:

The purpose of the research is to support increased, effective and equitable participation of women (with emphasis on returnees, IDPs, female headed households) in early recovery, emergency livelihood

 

and food security interventions and further strengthen PIN in gender sensitive and gender transformative programming in its target areas.

Specifically, the requested research is expected to:

1) Expand the understanding of specific barriers (economic, cultural, other) face by women regarding opportunities to participate in early recovery projects activities focused on Cash for Work modality

2) Strengthen understanding of barriers faced by women current on prospective entrepreneurs in the food processing and retail value chain, with focus on microbusinesses

3) Assess existing support structures and capacities and Identify mitigating and transformative participatory measures that can be used to address the identified barriers

 

Targeted barriers:

– barriers can include social and individual perceptions of gender roles (such as acceptability or suitability of given economic activity), structural inequalities created by division of labour, access to social and economic capital by both communities and project intervention staff,

– such barriers can be further affected by other factors such as age, ethnicity, affiliation, economic standing etc., and can be further perpetuated by individuals, communities or even project interventions staff

– Barriers can be involved in the process of participant selection, implementation and modality of support (especially in case of cash for work activities)

 

Target location of the research:

– Beiji, Tikrit, and Shirgat in areas with ongoing PIN project activity

 

Research methodology:

In line with PIN practice, the research is expected to involve both quantitative sex and age group-disaggregated data and qualitative gender analytical information collected from both men and women in the target areas. Final structure of the research will be determined by the research consultant in discussion with the project management team.

 

Tasks of the research consultant:

– Analyze existing literature and assessments recently developed on the topic for Salh-al-din governorate (With support from PIN Programme Manager and MEAL who can facilitate additional access)

– Design the research structure and process (identify resources needed and their effective use in terms of research time, logistics, and financial resources

– Collaborate with project team and MEAL team in connecting research and information gathering with project activities, such as community feedback sessions and focus groups, where appropriate, and organizing additional research activities where neccessary

– As facilitated by the project management team, utilize guidance from existing research approaches used by PIN and PIN Gender and Protection advisor

 

 

– In collaboration with project management team, continue sensitizing project team on sensitivity to gender related barriers and training of data collectors who will participate in the research

– Regularly update the project management team on the research progress and any emergent issues

– Actively lead research activities in the field as appropriate

– Under guidance from the project management team, liaise with relevant stakeholders to further strengthen the quality of input information

– Prepare a draft assessment/analysis report for PIN project management team feedback and further guidance

Conduct a research validation workshop with PIN project staff and relevant stakeholders where the final version of the report and its findings will be endorsed

As mentioned above, the research consultant will be able to rely on:

– previous research conducted by humanitarian actors in the area;

– PIN approaches and existing research methodology;

– When required guidance from PIN

– Support of the Project team in aligning research activities with ongoing PIN engagement with targeted communities

– PIN enumerators for data gathering according to mutually agreed resource allocation requirements

QUALIFICATIONS:

̶ Masters degree in relevant discipline (social research, gender studies, sociology, etc.)

̶ Experience working in the field with communities affected by displacement and return (preferably in Salah Al Din governorate or surrounding areas)

̶ At least 3 years of experience in applied social research with emphasis on gender

̶ Experience using KOBO toolbox, comm care application on smartphones

̶ Fluent in Arabic and English language (for English, academic proficiency is expected)

̶ Good communication and interpersonal skills.

̶ Able to speak/communicate professionally with project participants and target communities

̶ NGO and organizational experience – aware on the general rules and regulations of the organization
