The Position: This position will perform a variety of complex accounting, auditing and reconciling assignments, will be responsible for grant drawdowns, and be assigned to support and back-up the payroll function. The position will be responsible for daily cash and bank reconciling, ensuring adequate cash flow for the city’s weekly accounts payable and bi-weekly payroll. This position will be responsible for payment acceptance methods including monitoring merchant contracts for credit card acceptance and processing. Additionally, position will assist with financial transactions of property management; as well as preparing various monthly, quarterly and annual financial reports and statements, and evaluating internal control procedures and practices.
Staff currently rotate between working remotely and working in the office.

Responsibilities
Reviews financial transactions and prepares journal entries and adjustments to the general and subsidiary accounting ledgers as necessary and appropriate; assists in closing the City’s financial records at the end of the accounting period; prepares a variety of related reports.
Maintain daily, multiple category cash spreadsheet, ensuring deposits and other receipts are classified correctly, and assist in day-to-day banking operations; Maintain cash receipt system, ensuring deposits are entered correctly and reconciled to bank statement, including lockboxes and electronic transactions; Perform monthly bank reconciliations for general checking account, escrow retainage account, and other cash accounts as necessary. Identify areas for process improvement and make recommendations.
Analyze funding availability for weekly accounts payable and bi-weekly payroll; review accounts payable, prepare and transmit Positive Pay file.
Review grant drawdown requests from City departments and administer grant software programs, ensuring appropriate tracking and reporting.
Prepare and review billings for cost reimbursements to and from other governmental agencies.
Support and back-up payroll function, including reconciling vendor invoices and reconciling payroll system to General Ledger; process payroll in Payroll Administrator’s absence
Prepare basic monthly financial statements of assigned funds and assist in preparation of Comprehensive Annual Financial Report by preparing audit work papers, schedules, and statements of assigned funds; gather statistics, proof-read report and prepare for final distribution.
Coordinate and staff annual audit committee, including recording and transcribing meeting minutes.
Maintain and provide staff support for payment acceptance methods, including merchant credit card accounts.
Prepare various required annual reports to third party agencies.
Collaborate and engage with others to implement accounting standards and guidance.

Qualifications
The Ideal Candidate Is:
Self-motivated, organized and values professionalism.
Experienced in the practices, principles and laws and regulations governing municipal finance.
Well versed in electronic/digital accounting systems and procedures.
Knowledgeable of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB) statements affecting local governments.
Minimum Qualifications:
Bachelor’s degree in accounting or related field with a concentration in accounting
Two years of professional accounting experience, preferably in a government setting
Equivalent combinations of education and experience enabling the incumbent to perform the essential functions of the position will be considered.
Ability to pass reference checks, a degree verification check and satisfy the requirements of a background check.
Preferred Qualifications:
Certified Public Accountant (CPA) preferred.

Compensation
Wage Range: $28.24 – $37.85 per hour
Starting wage will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps within the posted salary range may be offered to those who have additional years of directly related experience to the position.
