Generic responsibilities: 

  • Line management for Livelihood Project Coordinator;
  • Contribute to the development of Country, Area and Cash and Livelihoods strategies, initiate and participate in the development of proposal/project development, in line with needs profile and in collaboration with the Livelihood Specialist;
  • Manage Financial Inclusion Livelihoods project implementation (activities, budget and project documentation) in line with proposals, strategies, NRC policies/procedures and donor requirements; 
  • Implement agreed technical direction and ensure high technical quality of projects, including compliance;  
  • Provide regular progress reports to the Area Program Manager (APM) and the Livelihood Specialist;
  • Adherence to NRC policies, guidance and procedures;
  • Ensure that projects target beneficiaries most in need of assistance, explore and assess new and better ways to assist;
  • Develop and manage project budget and coordinate across the Cash and Livelihoods Competencies teams;
  • Ensure capacity building of project staff and transfer key organizational and technical skills;
  • Liaise and collaborate with relevant local authorities and other key stakeholders;
  • Represent NRC in relevant forums/clusters/working groups in Baghdad.

Specific responsibilities: 

  • Support design of market assessments, mapping and analysis;
  • Responsible for hiring of an external consult/service provider to conduct research on financial inclusion.
  • Ensure dissemination of research findings to key stakeholders such as governorate agencies, GIZ, MFIs, banks, NGOs and UN agencies.
  • Responsible for developing and signing partnership agreement with financial services providers.
  • Supervise beneficiary selection ensuring that the selected beneficiaries meet the defined selection criteria.
  • Ensure Integration while designing and planning with Information Counseling and Legal Assistance (ICLA) core competency (CC) to ensure the registered beneficiaries access agreed upon financial services through developments of SoPs
  • Review training modules developed by consultant on financial literacy and designing training calendar for beneficiaries. 
  • Support training needs assessment of beneficiaries and ensure quality trainings are delivered by incentive trainers and other identified trainers.
  • Monitoring of project activities and reporting on GORS, activity info and other internally reporting requirements.
  • Coordinate with Logistics, Finance, HR and security departments in implementing the financial inclusion project.
  • Budget management: ensure budget management and tracking is done on monthly basis through development and submission of regular spending plans and work plans. 
  • Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is in place and backed up as needed.

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Required Professional Competencies:

  • University degree or higher education relevant to the assignment (Business Management/Economics, Finance or Accounts); 
  • Minimum 4 years of experience from a senior-level project management position in a humanitarian/recovery context;
  • Experience from working in complex and volatile contexts; 
  • Experience overseeing multiple activity streams and managing multiple budgets;
  • Technical Cash and Livelihoods expertise in transition/early recovery context, including small business development training; 
  • Experience with community engagement principles and approaches; 
  • Commitment to evidence and needs-based approach;
  • Demonstrated results with conflict-sensitive and adaptive livelihoods activities;
  • Demonstrated experience managing teams and providing capacity-building support; 
  • Demonstrated experience integrating cash and livelihood work with other sector programmes and into assessments; 
  • Fluency in English, both written and verbal; Arabic is a plus.
