Introduction to the country office:

NCA has had a presence in Iraq intermittently since 2003.  Most recently, NCA re-opened its country office in North Iraq in 2014 in response to the crisis resulting from the invasion by the IS.

NCA Iraq is implementing a Peace building and gender-based violence (GBV) program designed to facilitate the recovery and reintegration of survivors into their communities and challenge the cultural norms that perpetuate GBV. NCA also works in peace building.

NCA implements its GBV programs in (Alqoush, Bashiqa, Sinjar Town, Sinjar Mountain, Sinuni, Tel Kaif/Musol, Baaj and Al-Hatra)

 

Information about the position: NCA is seeking to hire Child Early Forced Marriage (CEFM) Officer, based in Duhok with frequent travels to NCA’s areas of operation in Ninewa.

Information about the contract: This is a fulltime five-month contract.

Qualifications & Preferred Skills

  • In collaboration with the GBV Project Officer, support community-level planning, coordination, and day to day implementation of community outreach activities and quality GBV case management and Psychosocial Support Services (PSS) by NCA and partners in accordance with GBV guiding principles, Adolescent Girls Safe Space (AGSS) Manuals and Inter-Agency Case Management Guidelines and CEFM guidelines.
  • He/she will be the focal person responsible for overseeing the piloting of the CEFM toolkit and related activities in identified pilot location(s) by providing timely updates on the progress, challenges and contribute to developing solutions. The GBV -CEFM Project Assistant will establish linkages between CEFM, FGM, and other GBV activities within NCA as well as ensure integration with other NCA sectors and partners.
  • With support from the GBV Project Officer, ensure all GBV activities adhere to GBV minimum standards and CEFM activities adhere to the CEFM guidelines as per the local context by training NCA and partner staff so as to deliver technically sound programs in line with the set standards and guidelines.
  • Participate in planning and program review meetings at the field level including team meetings and provide updates on GBV – CEFM as delegated by the GBV Project Officer
  • In consultation with the GBV Project Officer, provide supervision, coaching, and mentorship to NCA Caseworkers and Community Outreach Facilitators and partners to ensure implementation is on track and within available budgets.
  • Assist the GBV Project Officer in planning and executing leave plans for GBV staff under his / her leadership while ensuring that program coverage is prioritized.
  • Support the collection of community-level data and contribute to a quality program and project reporting consistent with the indicator targets for prioritized outputs and outcomes and ensure timely submission in accordance with donor requirements and regulations.
  • Assist in documentation of success stories and human-interest stories and other anecdotal information for visibility on the impact of NCA’s GBV program
  • Under the supervision of GBV Project Officer, work with the partners/M&E team to ensure GBV field-level activity and indicator tracking tools are managed appropriately and updated regularly.
  • Participate in regular review and updating work plans and spending plans to ensure timely utilization of NCA/partner budgets and implementation of planned activities.
  • Contribute to documenting lessons learned and best practices to inform future programs.
  • Participate in consultations with the community, community representatives, and other stakeholders to understand needs and gaps in Gender-based violence programming and contribute towards program design and development.
  • Work towards building good working relationships, strengthening networks, and ensuring inclusive partnerships between NCA, partners, community, and other stakeholders.
  • Coordinate with GBV Sub Cluster, partners as well as other relevant stakeholders in positioning NCA as a key leading GBV response agency at the community level.
  • Represent NCA in coordination forums including Protection, WASH, Education, and GBV Sector working groups and provide updates of NCA’s response as and when delegated by the GBV Project Officer
  • Participate in capacity assessment for partners and NCA staff and support in designing and rolling out capacity building activities and training plans on GBV and ensuring ongoing coaching and mentoring through close monitoring of partners and NCA GBV activities
  • Assist the GBV Project Officer in facilitating training for partners and NCA staff to ensure the implementation of quality services and programs.

Qualifications

  1. Bachelor’s degree in Development Studies, Sociology, Gender studies, or any other relevant field.
  2. Minimum of 2 years relevant work experience in GBV or Child Protection programming
  3. 2 year’s relevant experience with NGOs and/or UN agencies
  4. Adaptable and capable of working well under pressure.
  5. Ability to work in a team setting, as well as independently with minimal supervision.
  6. Good community entry and mobilization skills
  7. Speaks English and Arabic fluently, Kurdish is an added advantage
  8. Capability to establish good and respectful relationships with staff and other actors.
