CONTEXTUAL BACKGROUND

Iraq is emerging from over three years of civil war against the Islamic State and remains one of the most complex operating environments in the world. The devastating human consequences to huge numbers of people will endure for decades and the destruction of communities, livelihoods, homes and infrastructure will take years to repair. Over 4 million Iraqis have returned in the past year, but 1.9 million remain displaced. 230,000 Syrians continue to seek refuge in the Kurdish region. The new government will struggle to rebuild trust and restore basic services.

 

A lead responder in Iraq since 2003, the IRC delivers aid and services that help communities survive, recover, and gain control of their future. The IRC is providing robust programming across five governorates through women’s protection and empowerment, child protection and protection and rule of law programming; cash distributions and livelihoods programming in support of economic recovery and development; education programming; and integrated early childhood development programming. Our work spans emergency response to long-term programming supporting our clients to rebuild their lives.

 

The Cash and Livelihoods Consortium for Iraq (CLCI) was established in 2015 to better meet the needs of conflict-affected households by harmonizing approaches to multi-purpose cash assistance (MPCA) and improving data collection and analysis. Using the power of its unique structure the CLCI has created new modalities for cash leadership and NGO-UN coordination. More recently, the CLCI has added work with the World Bank and the Government of Iraq to link humanitarian cash transfers to the government social payments system and in 2019 broadened its scope to better support a comprehensive and integrated response to the variety of needs faced by the Iraqi population, including addressing livelihoods, employment, and ongoing social support needs. CLCI maintains a Relief portfolio, focused on humanitarian MPCA, and a Recovery portfolio, focused on integrated livelihoods and resilience. With a cumulative budget estimated at 140M$ and a reach of 400,000 people, the CLCI is led by Mercy Corps in partnership with the Danish Refugee Council (DRC); the International Rescue Committee (IRC), the Norwegian Refugee Council (NRC); and Oxfam.

 

Since its establishment, the CLCI has worked to harmonize program design for economic empowerment programming including targeting, monitoring and evaluation, accountability and delivery mechanisms. With that, the CLCI Data and Information Manager – in collaboration with the CLCI MEAL Manager, the CLCI Research & Advocacy Coordinator, the CLCI Director and relevant focal points within the CLCI Management Unit and across partner teams – will support CLCI’s efforts on implementation of an aggregate information management architecture, inclusive of harmonized M&E tools, methodologies and approaches, in line with reporting requirements through the development, implementation and maintenance of effective, robust data management processes.  The main objective of this position is to ensure that data on program beneficiaries, processes, progress and performance are effectively collected, entered, analyzed and documented, in a way to inform timely decision making and the adoption of sound corrective measures, and to ensure coordination of all processes across CLCI and interagency processes. This will be done through the provision of support on: CLCI data architecture design to house beneficiary and M&E data, maintenance and improvement of platforms and processes as and when necessary. The CLCI Data and Information Manager shall also support the technical design and roll-out of mobile data collection platforms, and provide general technical oversight and quality assurance of data management tools and processes. Finally, the CLCI Data and Information Manager develops dashboards to promote accessibility of CLCI data and provides data and analysis as needed. The CLCI Data and Information Manager is supported across these areas by the CLCI Data and Information Management Officer.   

 

The CLCI Data and Information Manager is responsible for the development, performance, integrity and security of the CLCI’s integrated program data architecture. S/he is expected to take a proactive approach to the design, improvement and roll-out of data management processes across all CLCI partners. The ideal candidate will have demonstrated experience in database design and maintenance, as well as development of analytical products that make data accessible to relevant audiences to inform evidence-informed decision making. The CLCI Data and Information Manager will be recruited and hosted by the IRC Iraq, but will be seconded, full-time, to the CLCI, reporting to the CLCI Director.

 

MAJOR RESPONSIBILITIES

Data systems

  • Develop, maintain, and refine as needed common data platforms to aggregate and store harmonized data across CLCI partners (inclusive of digital data collection repository, tracking sheets, etc) as informed by program and MEAL requirements.
  • Liaise with technology partners, CLCI technical teams and consultants as needed to enhance common data platforms.
  • Develop, maintain, and refine as needed manuals and guidance materials for CLCI data systems, according to program and MEAL requirements.
  • Develop, maintain, and refine as needed data flow diagrams that indicate relationship between CLCI tools and data processes.
  • Ensure that storage, archiving, back-up and recovery procedures are functioning correctly.
  • Support development and maintenance of user access permissions for all CLCI harmonized data platforms, inclusive of SurveyCTO, Google Drive, and any others developed over time.
  • Ensure harmonized data platforms and record keeping comply with international and IRC standards of working with beneficiaries and ensure the highest level of confidentiality for personally identifiable information.

 

Data quality

  • Coordinate with CLCI partner data focal points to ensure data quality and strengthen capacities of partners as needed.
  • Facilitate regular duplication check processes across all CLCI partners and any external agencies data sharing agreements may be developed with.
  • Coordinate with CLCI partner data focal points to review data quality as needed.
  • Maintain all CLCI data (inclusive of legacy records) in aggregate, inclusive of raw and clean records.

 

Technical support

  • Coordinate with CLCI partner data focal points to ensure understanding of data platforms, tools and processes and strengthen capacities as needed. 
  • Provide trouble-shooting assistance and answer data-related questions for CLCI partners, as needed.
  • Provide regular trainings and refreshers for CLCI partner data staff and other stakeholders on CLCI data platforms and tools, as needed.
  • Support development and refinement of harmonized tools in partnership with CLCI MEAL Manager.
  • Ensure all data tools and processes are technically robust and are rolled out to field teams.

 

Reporting

  • Generate data for reports on monthly, quarterly and ad hoc basis as needed, using non-identifiable information.
  • Assist colleagues within the CLCI Management Unit and the CLCI Director with data analysis and other inputs as needed for donor reports and/ or other CLCI information products.
  • Lead design of dashboards for use by CLCI Management Unit and across partners.
  • Develop maps and other visual representation of data as needed.
  • Ensure accuracy and quality of reports developed by CLCI Data and Information Management Officer.

Qualifications & Preferred Skills

 

  • Education: University degree in BCS, MIT, M. Sc Computer Science.
  • Work Experience: Four years’ experience in a similar role developing and managing databases and conducting statistical analysis and reporting (ideally with non-profit and/or non-governmental organizations).
  • Languages: Fluency in Kurdish & English, Arabic preferred.
  • Skills and Competencies:
  • Excellent reporting skills using Excel and SQL /Access Reporting tools
  • Demonstrable capacity for working effectively in a multi-disciplinary and cooperative team environment
  • Ability to prioritize, delegate and provide mentorship
  • Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, data analysis, using pivot tables, and charting/visualizing data
  • Experience with data visualization on platforms such as Tableau and/or PowerBI preferred
  • Experience with GIS software such as QGIS.
  • Strong attention to detail and excellent data quality assurance and data cleaning skills
  • Excellent presentation skills

 

Working Environment:  The position is based in Erbil, with frequent travel to all field sides as required, mainly will focus on developing and maintaining productive professional relationships with a broad spectrum of stakeholders within the consortium and throughout the international relief and development community.  S/he will possess the ability to prioritize and manage multiple tasks simultaneously, while remaining focused on the quality of internal and external relationships. S/he will be able to work effectively as a member of a highly visible team whose performance is key to the enduring success of the IRC
